Germany – Engineering services – Ersatzneubau Cäcilienbrücke: Bauoberleitung und Bauüberwachung

The subject of the procurement is the engineering services for construction supervision and site management for the replacement new construction of the Cäcilienbrücke in Oldenburg. The location of the lift bridge is in the inner-city area of Oldenburg and, in addition to the Niedersachsendamm and the Amalienbrücke, allows the crossing of the Küstenkanal. The construction measure is divided into the following sections: 1. Creation of a temporary noise barrier and temporary anchoring of the existing sheet piling. 2. Clearance drilling at the remaining foundations and existing foundations and demolition of the basement floors 3. Creation of new riverbanks in the bridge area, to ensure the stability of the riverbanks and to protect the future structure against ship impact 4. Creation of the foundation of the future bridge abutments and towers 5. Creation of the bridge towers 6. Creation of the operating building 7. Creation of the bridge superstructure 8. Creation of the bridge drives 9. Creation of the technical equipment 10. Creation of the conduit culvert 11. Restoration of the traffic areas in the construction area

Concept of the services to be awarded:

- Construction supervision for civil engineering structures according to Part 3, Section 3, § 43 in accordance with HOAI in the version of 2021, in conjunction with Annex 12, Item 12.1, Performance Phase 8 for all basic services (a-j)

- Construction supervision for transport facilities according to Part 3, Section 4, § 47 in accordance with HOAI in the version of 2021, in conjunction with Annex 13, Item 13.1, Performance Phase 8 for all basic services (a-j)

- Change order review as a special service of the construction supervision on an hourly basis according to actual expenditure

- Site management (construction supervision) and documentation for technical equipment according to Part 4, Section 2, § 55 in accordance with HOAI in the version of 2021 in conjunction with Annex 15, Item 15.1, Performance Phase 8 for all basic services (a-p), for all plant groups (excluding AG 2)

- Site management (construction supervision) and documentation for buildings and interior spaces according to Part 3, Section 1, § 34 in accordance with HOAI in the version of 2021 in conjunction with Annex 10, Item 10.1, Performance Phase 8 for all basic services (a-p)

- Checking the execution planning and/or the workshop and assembly planning prepared by the construction company as a special service of the construction supervision and the site management on an hourly basis according to actual expenditure

- The service provision is currently over a period of 36 months. With the conclusion of this selection competition, the selected candidates will be invited to submit an offer. The complete contract concept as well as the service description will be provided with the tender documents in the second stage.
