3.1 The subject of the contract covers the collection, transport and disposal of municipal waste from residential properties and properties with holiday homes within the municipality of Uniejów. 3.1.1 As part of the contract, the Contractor is obliged to collect, transport and dispose of any amount of municipal waste from all residential properties and properties with holiday homes, or other properties used for recreational purposes, used only part of the year, located within the Municipality of Uniejów. 3.1.2 It is also required to collect waste that has been placed next to bins in bags when it does not fit in the bins. 3.1.3 It is also required to collect segregated fractions both in bags and in private bins properly marked. As part of the service, the Contractor undertakes to empty the bins located at bus shelters in the City and Municipality of Uniejów. 3.1.4 A detailed description of the subject of the contract and a list of the locations of bus shelters can be found in Annex No. 8 to the SWZ. 3.2 Collection of municipal waste. The subject of the contract covers the collection of municipal waste, i.e. municipal waste collected non-selectively (mixed municipal waste), municipal waste collected selectively. Detailed information is contained in Annex No. 8 to the SWZ. 3.3 The Contractor is obliged to estimate the waste stream in individual fractions, taking into account: 3.3.1 estimated data indicated in Annex No. 8 to this SWZ, 3.3.2 the forecast of the municipal waste stream for rural areas contained in the currently valid Waste Management Plan for the Łódź Voivodeship. 3.3. It is anticipated that the amount of waste during the contract period may change. 3.4 The Contracting Authority informs that from the date of entry into force of the deposit system, there may be a reduction in the amount of packaging waste from plastics, metals and glass in the municipal waste stream due to the operation of the deposit system. 3.5 Frequency of waste collection. The Contractor will collect municipal waste from residential properties and properties with holiday homes or other properties used for recreational purposes (used only part of the year) with a frequency set out in the schedule approved by the Contracting Authority. Depending on the place of collection and types of waste, they will be collected once or twice a month, once every six months or upon prior telephone notification. Furthermore, the Contractor undertakes to empty the bins located at bus shelters with a frequency of no less than once a month. In case the bins are full, the Contractor is obliged to empty them upon telephone request from the Contracting Authority. The frequency of waste collection is detailed in Annex No. 8 to this SWZ. 3.6 Organisation and maintenance of the municipal selective waste collection point. 3.6.1 The Contractor is obliged to organise, equip, maintain and service the municipal selective waste collection point by 1 January 2027. Detailed information is contained in Annex No. 8 to the SWZ. 3.6.2 The costs of disposing of waste accepted into the PSZOK will be borne by the Contractor. 3.7 The Contractor is obliged to: 3.7.1 prepare and submit annual reports together with a photocopy of the waste transfer cards confirming the method of disposal of a given quantity and type of collected waste; 3.7.2 keep records of waste in accordance with the concessions and permits held and waste management documentation established in separate regulations; 3.7.3 maintain a waste records system for waste transferred to the PSZOK (at least the type and quantity of waste transferred, the origin of the waste and monthly reports specifying the type and quantity of accepted waste, the origin of the waste and places of its disposal); 3.7.4 The Contractor has an obligation to respect the regulations concerning the protection of the natural environment and traffic safety during the execution of the contract. Fines and penalties for exceeding the norms specified in the relevant regulations concerning environmental protection will be borne by the Contractor; 3.7.5 maintain the continuity of the service during the contract period; 3.7.6 perform the subject of the contract in a professional manner, not causing unnecessary inconvenience and limiting inconveniences to society to an absolute minimum; 3.7.7 The Contractor is obliged to install, by 1 January 2027, on the computer station indicated by the Contracting Authority, computer software allowing for the current reading of monitoring based on the satellite positioning system enabling the permanent recording, storage and reading of data on the location of vehicles and parking places as well as sensors recording data on waste unloading sites in order to verify the correctness of the service provision in accordance with the subject of the contract. 3.7.8 bear full responsibility to the Contracting Authority and third parties for damage to property and health of third parties, arising during and in connection with the performance of the subject of the contract. 3.8 Waste disposal. The Contractor is obliged to dispose of municipal waste in accordance with the guidelines contained in the detailed description of the subject of the contract. 3.9 Equipping properties with bins and bags for collecting municipal waste. The Contractor is obliged to equip free of charge with bags for selective waste collection and bins for biodegradable waste.
