Framework Agreement for the Design Tasks related to the Long-term Airport Development Programme of Liszt Ferenc Airport

This procedure aims to conclude a Framework Agreement with several tenderers, in accordance with point c) of section (2) of Article 105 of the Public Procurement Act (Kbt.). The competitions will be re-opened for the orders in accordance with the conditions defined in the Framework Agreement. A procurement obligation only arises during the re-opening of the competition based on the Framework Agreement, and the actual tasks ordered will be included in the call for tenders for the competition re-opening (and the related public procurement documents). During the competition re-openings, the tenderer is obligated to submit a tender and, in case of winning, to conclude a contract, and the tenderer may only submit a tender that is identical to or more favorable to the entity requesting the tender than those included in the Framework Agreement! The entity requesting the tender draws attention to the fact that in case of a competition re-opening, the application of section (4) of Article 105 of the Kbt. will take place, and in the public procurement procedure aimed at concluding the Framework Agreement, different evaluation criteria will be applied during the individual competition re-openings than the evaluation criteria applied in the procedure for concluding the Framework Agreement, as follows:

1. The Project Element-specific Percentage Discount Offered for the Project Element (the type of building and investment value of the Project Element known) at the Time of the Competition Re-opening (Tre) (%) - weight: 45/50 (if there is no separate service, then 50) (inverse proportionality)

2. In the case of separate services, the Daily Design Fees for the Engineer Categories Defined by the Entity Requesting the Tender, according to the Individual Contract, multiplied by the number of engineer days required per engineer category, evaluated per separate service, with the overall weight remaining unchanged, and the internal ratio per separate service being determined by the entity requesting the tender based on the significance of the separate service - weight: 5 (inverse proportionality)

3. Professional tender: Presentation of the implementation and performance work plan - weight: 25 (logical (yes, no) and then scoring followed by direct proportionality)

4. The relevant further professional designers and/or experts' experience in months (minimum 0, most favorable level 36 months) related to the given competition re-opening - weight: 25 (direct proportionality)

During the competition re-openings, under the 3rd evaluation sub-criterion Presentation of the Implementation and Performance Work Plan, the entity requesting the tender expects a detailed description of the members of the project organization designated to perform the design services to be carried out within the framework of the Individual Contract, their tasks, scope of authority, responsibility, and the hierarchical and functional relationships between them, in accordance with the call for tenders for the competition re-opening, its Technical Description, the Framework Agreement and its annexes, and the expectations of the draft Individual Contract. The resource plan must be attached as a mandatory appendix to the professional tender, which must contain, for each Basic Service, the experts (by expert type and their number) defined in the public procurement documents for the individual competition re-openings, their activity, and their cost requirements broken down on a monthly basis. The detailed description of the evaluation criterion system to be applied during the individual competition re-openings will be included in the call for tenders for the competition re-openings and the related further public procurement documents.
