Germany – Supply services of personnel including temporary staff – Rahmenvereinbarung Arbeitnehmerüberlassung in der Agilen Organisation

The subject of the procurement is the conclusion of a framework agreement in accordance with § 21 para. 4 VgV with up to 6 economic operators per lot for the provision of qualified temporary personnel within the framework of temporary employment in accordance with the AÜG. The support is particularly needed for the agile (IT) organisation. Due to increasing digitalisation, a project-oriented approach in agile structures, and fluctuating project and development requirements, short-term staff shortages for operational business regularly occur, which cannot be fully covered with existing internal resources. The aim of the framework agreement is therefore the flexible and demand-oriented supplementation of the internal teams with qualified temporary personnel. The temporary personnel provided should be used primarily to support the agile functions. The focus is on roles in the agile specialist departments or domains of Toll Collect. The framework agreement serves to cover short-term capacity and competence requirements and to ensure the continuous implementation of projects in the agile organisation. The services subject to the procedure explicitly do not include: pure management consulting services, legal or economic consulting services, or commercial roles outside the agile process organisation of Toll Collect.
