The subject of the contract is the Helmholtz-Zentrum Berlin für Materialien und Energie GmbH (HZB). Background The Berlin Experimental Reactor BER II of the Helmholtz-Zentrum Berlin für Materialien und Energie (HZB) was decommissioned at the end of 2019 as planned and finally. The decommissioning of BER II is taking place. An interim storage facility (LaRA) will be constructed on the Lise-Meitner Campus in Berlin-Wannsee for the radioactive residues and waste from the decommissioning of BER II. A handling permit in accordance with § 12 para 3 sentence 1 and § 13 of the Radiation Protection Act (StrlSchG) with an environmental impact assessment (EIA) as a non-independent part of the procedure is required for handling radioactive substances in the LaRA. Object of the contract The required services relate to the planning of the interim storage facility (LaRA) for the other radioactive residues and waste from the decommissioning of the experimental reactor BER II with the aim of obtaining the handling permit in accordance with the StrlSchG. Services to be provided The contract includes the services of the contractor: a) § 12 Radiation Protection Act and b) Environmental Impact Assessment (EIA) For a) the scope of the service is the preparation of application documents with the aim of obtaining a handling permit for other radioactive substances and the operating permit for the LaRA. This also includes the support of the permitting procedure and the subsequent supervisory procedure. The application documents will be examined by the licensing authority and its appointed expert. Requirements from these examinations are to be implemented. The constructional implementation of the LaRA is planned within the framework of a general plan. To the extent that interfaces arise from this and from further planning by third parties, these must also be taken into account by the contractor. For b) the EIA is a non-independent part of the application in accordance with §12 Radiation Protection Act. The services described are to represent the implementation of a complete EIA incl. all mappings/inventories, their evaluation, necessary expert opinions, specialist contributions, and the resulting EIA report with attachments. The EIA and the EIA report must take into account both the construction phase (clearing of the forest and site clearance with soil exchange of approx. 5 to approx. 10 m depth and construction of the LaRA), and the operation phase of the LaRA.
