Poland – Site preparation work – Budowa ciągów pieszo-rowerowych na terenie Gminy i Miasta Nisko w ramach projektu: „Rozwój mikromobilności na terenie MOF Stalowej Woli”

The Contracting Authority informs that the contract entitled: „Construction of pedestrian and cycle paths in the area of the Municipality and City of Nisko as part of the project: „Development of micromobility in the area of MOF Stalowa Wola” is being implemented under the regional programme of the European Fund for Podkarpacie 2021 – 2027 „Development of micromobility in the area of MOF Stalowa Wola” no. FEPK 03.01-IZ.00-0007/25 co-financed by the European Regional Development Fund under Priority no. „FEPK.03 Urban mobility” of the regional programme European Funds for Podkarpacie 2021 – 2027. The Contracting Authority envisages the possibility of invalidating the procurement procedure based on Article 257 of the Pzp if the public funds that the Contracting Authority intended to allocate for the financing of the whole or part of the contract are not granted to it. 2. The subject of the contract is: Construction of pedestrian and cycle paths in the area of the Municipality and City of Nisko as part of the project: „Development of micromobility in the area of MOF Stalowa Wola”. 3. The scope of the works includes the execution of two tasks as part of the project: „Development of micromobility in the area of MOF Stalowa Wola” in accordance with the STWiOR and the attached technical documentation. 1) Task 1: „Construction of a pedestrian path and expansion of a cycle path along the county road No. 2608R ul. Sandomierska in the locality of Nisko - as part of the project Development of micromobility in the area of MOF Stalowa Wola” Task 1 includes the construction of a pedestrian path and the modernisation of a cycle path in the kilometrage from km 55+523 (near the intersection with the municipal road ul. Szklarniowa) to km 56+454 (near the intersection with the county road No. 1052R ul. 1000-lecia) in the locality of Nisko. The pedestrian path, approximately 928 m long and 2.0 m wide, is to be located on the right side where the existing bituminous pavement is, along the existing trace. The modernised cycle path is to be constructed on the left side, within the scope of separating cycle traffic from motor vehicle traffic, by applying horizontal thick-layer marking, 2.5 m wide. The task will also include the reconstruction and replacement of street lighting. 2) Task 2: „Construction of a pedestrian and cycle path from ul. Nowa as part of the task „Construction of a municipal road parallel to ul. Nowa in Nisko along with the construction of a pedestrian and cycle path from ul. Bajaka to ul. Rzeszowska in Nisko – Stage I” - as part of the project Development of micromobility in the area of MOF Stalowa Wola” Task 2 includes preparatory works, earthworks, substructures, surfacing and finishing works, including culverts related to the construction of 222.0 m of the pedestrian and cycle path. The scope of work also includes the execution of signage, curbs and edges. The pedestrian and cycle path will be located along the newly designed roads designated in the building project as AB and CD (the roads will be constructed in Stage II of the investment implementation - outside the scope covered by this application). Width of the pedestrian path: 2.0 m, width of the cycle path: 2.0 m. The task will be implemented in sections AB in the kilometrage AB: 0+005 – 0+120 (115 m) and CD: 0+132 – 0+239 (107 m), total 222 m. The contractor is obliged: a) to apply the Guidelines for the Design and Execution of Cycling Infrastructure of the Podkarpackie Voivodeship – Annex no. 1 to the Cycling Policy of the Podkarpackie Voivodeship. b) to comply with the standards for the protection of trees and other forms of greenery in the investment process, (developed by the EkoRozwoju Foundation and the Landscape Architecture Association), c) to apply the DNSH principle, i.e. the principle of „do no significant harm”, where the key aspect is the fulfilment of environmental requirements. – In the event of damage to any of the networks or as a result of the consequences of carrying out the subject works, the Contractor will bear the resulting costs. – The Contractor will be obliged to prepare post-construction documentation. – The Contractor will be obliged to prepare and approve, within its own scope, temporary traffic organisation projects for the duration of the works, including on higher category roads. The cost of preparing and implementing changes in traffic organisation is fully covered by the Contractor. – In the event that the scope of the tasks goes beyond the plots owned by the Municipality of Nisko, the Contractor is obliged to cooperate with the owners of these areas and with the managers of higher category roads in the scope of works covered by the tasks and in accordance with the provisions of the project agreements and contracts for the disposal/lease of land between the Contracting Authority and the owners of the necessary land for occupation within the scope of the contract. The Contractor will bear all the costs related to the necessary occupation of the road strip for the duration of the works and will apply for a decision on the occupation of the road strip within its own scope. – The Contractor will set up social facilities, including sanitary facilities, within 14 days from the date of handover of the construction site in accordance with the applicable regulations. 4. The subject of the contract is described in detail in the technical documentation and in the STWiOR. 5. The detailed scope of the undertaking is specified in Annex no. 9 to the SWZ, i.e. Description of the subject of the contract.
