Poland – Sewage treatment works – Przebudowa i rozbudowa oczyszczalni ścieków zlokalizowanej w Olsztynie k. Częstochowy przy ul. Storczykowej

1. The subject of the contract is: the reconstruction and expansion of the wastewater treatment plant located in Olsztyn near Częstochowa at ul. Storczykowej. 2. A detailed description of the subject of the contract is defined in Section III of the SWZ, the design and cost documentation, and the draft contractual provisions (Annex 12A and 12B to the SWZ). 3. The works must be carried out while ensuring the continuous operation of the treatment plant. The Contracting Authority recommends that in the first stage of implementation, construction works related to the expansion of the wastewater treatment plant (new facility) be carried out, enabling the biological treatment process and obtaining partial use permit, and then proceed to carry out the remaining construction works, so as to ensure the continuity of the reception and treatment of wastewater. The reconstruction and expansion must not disrupt the operation of the wastewater treatment plant. Any shutdowns and changes in the work cycles of the devices must be agreed with the City and Municipality of Olsztyn and Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A., and obtain written approval from the Inspector of Supervision. 4. Note: The contract is co-implemented and co-financed by the City and Municipality of Olsztyn and Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A. in Częstochowa. The Contractor submitting the offer is obliged to present in the tender form the separate costs of implementation: reconstruction of the wastewater treatment plant (Part A); expansion of the wastewater treatment plant (Part B) Note: The Contracting Authority does not allow partial offers to be submitted. 5. The scope of the reconstruction works of the wastewater treatment plant is financed by Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A. The basis for the valuation is the design and execution documentation – Part A. 6. The scope of the expansion works of the wastewater treatment plant is financed by the City and Municipality of Olsztyn. The basis for the valuation is the design and execution documentation – Part B. 7. LOCAL VISIT: The Contracting Authority requires, in accordance with art. 131 paragraph 2 point 1 of the p.z.p., that before submitting an offer, the Contractor conducts a local visit of the site and the facility where the works subject to the contract will be carried out in order to obtain all the data and information necessary for the proper execution of the contract and the correct calculation of the offer price. The presence of the Contractor at the local visit is mandatory and requires confirmation of this fact with the appropriate document – template Annex No. 13 to the SWZ. Failure to submit a declaration of the local visit with the offer is a reason for rejecting the Contractor's offer, as referred to in art. 226 paragraph 1 point 18 of the p.z.p. The Contracting Authority informs that it will verify the declaration submitted with the offer with the list of representatives of the contractors present at the local visits in the terms indicated by the Contracting Authority. 8. The City and Municipality of Olsztyn informs that the reconstruction and expansion of the wastewater treatment plant located in Olsztyn near Częstochowa at ul. Storczykowej, in the scope of the implementation of construction works for the expansion of the wastewater treatment plant, is co-financed from the funds of the European Union. The City and Municipality of Olsztyn, in this procedure, acts as the authorized Contracting Authority on the basis of an agreement dated 09.02.2026, for the preparation and conduct of a joint procedure on behalf of and on behalf of Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A. Contracts with the Contractor will be concluded: a separate contract between the Contractor and the City and Municipality of Olsztyn and a separate contract between the Contractor and Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A. Each of the Contracting Authorities will make payments related to the implementation of the contract on the basis of separate invoices issued separately for each of the contracts concluded.
