Description

This contract concerns the delivery of biomass in the form of "pellets" for a period of one year, starting from the date of the first delivery. The estimated quantity of pellets to be delivered over 12 months is approximately 64 000 MWh PCS. This quantity is indicative, as unforeseen stops due to technical issues or other causes are possible. Deliveries will commence on 15 November 2026 (end of the current contract on 14 November 2026). A shutdown is planned for the months of June to August for maintenance (12 weeks of stoppage are included in the estimated schedule). This contract is for a duration of 12 months. Temporary associations of producers are allowed. It is noted that all members of the temporary association must individually comply with the right of access and qualitative selection. Application of Directive 2023/2413 – RED III (Directive 2023/2413/EU) – sustainability of the origin of the biomass. When the ETS (Emission Trading System) was created, the European system for trading CO2 allowances to which the Sart Tilman central heating plant is subject, emissions related to biomass were considered null and these emissions did not therefore require annual surrender of allowances. This logic changed in 2023 with Directive 2023/2413 (RED III which modifies the treatment of biomass within the ETS (Emission Trading System). Consequently, emissions related to a biomass flow will by default be considered fossil, and the ULiège will only be exempted from surrendering allowances if and only if the installation demonstrates that the sustainability criteria related to origin and the criteria for greenhouse gas savings as defined in Article 29 (paragraphs 2 to 7 and paragraph 10) of Directive 2023/2413 (RED III) are met or when these criteria do not apply to the biomass in question. To this end, by submitting a price for this contract, the tenderer undertakes to deliver pellets certified according to a Voluntary Scheme recognised by the European Commission within the framework of RED III and to ensure that the total emission factor (including transport) is less than 30 kg CO2/MWh.
