This restricted procedure has the objective of concluding a single design-build contract with a single contractor for further preparatory works in a design-build team (phase 1). If subsequently agreement is reached on the design, price and execution conditions, the Contracting Authority is entitled to award the contract for the implementation phase (phase 2) by concluding a works contract.
