Poland – Electricity, heating, solar and nuclear energy – Budowa wodorowego magazynu energii w ramach Przedsięwzięcia pn. "Działania inwestycyjne w zakresie budowy infrastruktury Klastra Energii Powiatu Ryckiego"

The subject of the contract is the supply, along with the associated works and services, in the scope of: design, supply, installation, integration and commissioning of a demonstration energy storage installation utilizing hydrogen technology (hereinafter referred to as the "Energy Storage Installation"). The requirements for the Energy Storage Installation are specified in Annex No. 1 to the SWZ - Functional User Program. The purpose of the Energy Storage Installation is to produce hydrogen from electrical energy, store it, and later convert the stored energy back into electrical energy, enabling the demonstration and operation of the system under real conditions. The supplied Energy Storage Installation will be located in Ryki, near the sports hall. The entire Energy Storage Installation must be integrated into a mobile container structure, complying with the applicable transport standards. The Energy Storage Installation must be equipped with its own power source, in the form of a PV installation. The PV installation must be integrated with the control system, enable effective cooperation with the electrolyzer, energy storage units, and other system components, and also provide the possibility of connecting external power sources. The aim of the contract is to create a fully functional pilot installation, enabling practical assessment of the operation of the hydrogen-based energy storage system, verification of its technical parameters, and analysis of the efficiency of integrating hydrogen technologies with the local energy infrastructure. The contract will be executed on a "turnkey" basis and will include all works necessary to achieve full operational readiness of the installation, including installation, commissioning, functional testing, and delivery of complete technical documentation. 2. The contract for the execution of the contract will be concluded with the Contracting Authority: Gmina Ryki. 3. The subject of the contract is necessary for the implementation of the Project entitled "Investment Actions in the Scope of Building the Infrastructure of the Energy Cluster of Ryki County" implemented by Gmina Ryki based on the co-financing agreement no. KPOD.03.12-IP.05-0065/24 concluded with the Ministry of Climate and Environment, covered by co-financing under the National Reconstruction and Resilience Plan Investment B2.2.2/G1.1.2 Renewable Energy Installations implemented by energy communities, Part B investment support for energy communities. The aim of the Project is to limit the negative impact on the environment while ensuring economic development and energy and ecological security of the country. 4. For the execution of the contract, the Contractor will receive a lump-sum remuneration, resulting from the offer submitted by them. 5. The subject contract is intended for the use of natural persons, including employees of the Contracting Authority, in connection with the above, the description of the subject of the contract has been prepared taking into account the requirements regarding accessibility for disabled persons and design for all users (in accordance with Article 100(1) of the PZP). 6. As part of the contract execution, the Contractor is obliged to: 1) Prepare design documentation, including obtaining the required legal approvals and administrative acts, specifically including: a) developing the design concept; b) preparing construction and installation projects in the electrical and electro-energy sector; c) preparing the executive project of the connection of the installation to the Operator System Distribution (OSD) network along with its agreement in the plant; d) if necessary - making changes to the issued connection conditions. The Contractor is also obliged to obtain, on behalf of and for the benefit of the Contracting Authority: Gmina Ryki, a building permit, if it is necessary for the execution of the supply. 2) Supply of the Energy Storage Installation. 3) Execution of construction, installation and assembly works in accordance with the design documentation approved by the Contracting Authority, as mentioned in point 1, including all activities necessary for the commissioning of the complete system. 7. The execution of the subject of the contract must comply with the principle of "do no significant harm", in accordance with Article 17 of Regulation (EU) 2020/852 of the European Parliament and of the Council and guidelines for projects financed from the KPO. The Contractor undertakes to ensure that the offered supplies and services do not violate this principle and will submit the appropriate declarations or documents confirming compliance. The applied solutions should be in line with each of the six environmental objectives of the principle: 1) Mitigating climate change; 2) Adaptation to climate change; 3) Sustainable use and protection of water and marine resources; 4) Circular economy, including waste prevention and recycling; 5) Prevention and control of air, water or soil pollution; 6) Protection and restoration of biodiversity and ecosystems. 3. In accordance with Article 257 of the PZP, the Contracting Authority envisages the possibility of invalidating the subject procedure if the public funds that the Contracting Authority intends to allocate for the financing of the whole or part of the contract have not been granted to it. The Contracting Authority, in accordance with Article 139 of the PZP, will first carry out an examination and evaluation of the offers, and then carry out a subjective qualification of the Contractor, whose offer was highest rated, in terms of the lack of grounds for exclusion and the fulfillment of the conditions for participation in the procedure. A detailed description of the subject of the contract is contained in Annex No. 1 to the SWZ. The Contracting Authority does not envisage a local vision.
