Bulgaria – Cleaning and sanitation services in urban or rural areas, and related services – Аварийно почистване на речно корито на река Лева гр. Враца, община Враца – ускорена процедура по реда на чл. 74, ал. 4 от ЗОП

The subject of this procedure aims to carry out emergency cleaning of the riverbed of a section along the course of the Leva River, within the urbanized territory of the city of Vratsa, with a total length of approximately 1000 meters. IMPORTANT!! By order of the Mayor of Vratsa Municipality, a commission has been appointed to conduct an on-site inspection and establish the actual and current operational condition of the affected section of the Leva River. In the prepared Constative Protocol, the commission has recorded the results of the inspection carried out, including the established consequences of adverse meteorological conditions and heavy rains, and has noted the presence of landslides and collapses of the banks, accumulation of soil and sediment masses, local subsidences and sinkholes, as well as significant overgrowth of the riverbed with woody and shrubby vegetation. Given the established actual condition and the need to take urgent measures to restore the normal flow of the riverbed and limit the risk of harmful impact of the waters, it is necessary to carry out emergency cleaning of the affected section. In view of the above and taking into account the circumstances that require urgent award of the public contract, the contracting authority will take advantage of the possibility under Article 74, paragraph 4 of the Public Procurement Act to reduce the period for receiving tenders to 15 days. The application of a 30-day period under Article 74, paragraph 1 of the Public Procurement Act would significantly hinder the proper performance of the legally established activities of the contracting authority. The circumstances on which the reasons for reducing the period for receiving tenders are based do not depend on the contracting authority. Note. Pursuant to Article 104, paragraph 2 of the Public Procurement Act, the chairman of the commission decrypts the tenders and opens the price offers together with the documents under Article 39, paragraph 2 and 3, item 1 of the Public Procurement Ordinance. The commission's actions for examination, evaluation and classification of tenders will be carried out in accordance with Article 61, paragraph 1, first sentence, and paragraphs 2, 3 and 4 of the Public Procurement Ordinance. The contract is without secured financing in accordance with Article 114 of the Public Procurement Act and is concluded on the condition that the Contracting Authority will receive financing for its implementation under a project, national or other targeted financing for its implementation.
