Bulgaria – Operation of a refuse site – „ИЗБОР НА ОПЕРАТОР ЗА ЕКСПЛОАТАЦИЯ И ПОДДРЪЖКА НА ИНСТАЛАЦИИТЕ ЗА СЕПАРИРАНЕ И КОМПОСТИРАНЕ НА РЕГИОНАЛНО ДЕПО ЗА ТВЪРДИ БИТОВИ ОТПАДЪЦИ „ТЕКЛЕН ДОЛ“ НА ГРАД СМОЛЯН“

The subject of this public procurement is a “service” as defined in Article 3, Paragraph 1, Item 3 of the Public Procurement Act (“PPA”) with the title: “SELECTION OF OPERATOR FOR THE EXPLOITATION AND MAINTENANCE OF INSTALLATIONS FOR THE SEPARATION AND COMPOSTING OF REGIONAL LANDFILL FOR MUNICIPAL SOLID WASTE “TEKLEN DOL” IN THE CITY OF SMOLYAN”. The procurement envisages the selection of an operator for the operation and maintenance of the Regional Landfill for Municipal Solid Waste “Teklen Dol” in the city of Smolyan. The selection of an operator in accordance with the PPA is conditioned by the specific requirements of the regulatory framework, including the Waste Management Act (“WMA”) and Ordinance No. 6 of 27.08.2013 on the conditions and requirements for the construction and operation of landfills and other facilities and installations for the recovery and disposal of waste, related to the following main activities with data on their indicative quantities for 36 months, as follows: 1) Acceptance of waste by codes according to the Comprehensive Permit (“CP”) No. 358-N0/2008, updated with decisions No. 358-N0-I0-A1/2016 and 358-N0-I0-A2/2022, of Smolyan Municipality for the Regional Landfill for non-hazardous waste of the municipalities of Smolyan, Chepelare and Banya; Treatment of waste by codes according to Comprehensive Permit (“CP”) No. 358-N0/2008, updated with decisions No. 358-N0-I0-A1/2016 and 358-N0-I0-A2/2022; Transportation of waste from the separation installation to cell No. 3, and after its decommissioning – to cell No. 2; and Transportation of fine fraction to the site. Indicative quantity: 51,000 tonnes. 2) Acceptance and shredding of green and biodegradable waste in the composting installation and production of compost in accordance with the relevant compost production technology, the technical project for the construction of the facility: “Reconstruction and Modernization of the Regional Landfill for Municipal Solid Waste Smolyan” and the conditions of the Comprehensive Permit (“CP”) No. 358-N0/2008, updated with decisions No. 358-N0-I0-A1/2016 and 358-N0-I0-A2/2022. Indicative quantity: 15,000 tonnes. 3) Transportation and transfer of refuse-derived fuel to an installation for incineration with energy recovery, resp. a site for waste disposal, as indicated by the contractor and approved by the client. Indicative quantity: 15,000 tonnes. Note: The indicative distance for the transportation and transfer of refuse-derived fuel, which the client has accepted for the purpose of determining the value of the contract for the execution of the public procurement, is 160 km (the specified distance is determined with regard to the location of the nearest registered installation for the incineration of refuse-derived fuel with energy recovery). This distance is not binding on the contractor, with the approval by the client of an installation for incineration with energy recovery, resp. a site for waste disposal, being carried out on the basis of criteria of the shortest transport distance from the regional landfill for municipal solid waste for the municipalities of Smolyan, Chepelare and Banya and actual possibilities for the acceptance of refuse-derived fuel. The quantities of waste for the separate types of activities determined by the client are indicative, with the same serving solely for the determination of the indicative value of the contract for the execution of the public procurement and in no way committing the client to adopt them, as well as in no way limiting the activities for their implementation within their framework in the event of waste generation in excess of the indicative quantities determined by the client, which are subject to payment solely for the actually performed types and quantities of activities in accordance with the conditions of the contract for the execution of the public procurement.
