Romania – Repair, maintenance and associated services of vehicles and related equipment – Servicii de intretinere, constatare/diagnosticare, reglari si reparatii, inclusiv furnizare de piese de schimb si materiale de exploatare pentru autovehiculele tip UNIMOG

The services to be procured are: “Maintenance, inspection/diagnosis, adjustments and repairs, including supply of spare parts and operating materials for UNIMOG type vehicles.” Contract value = 6,498,156.42 (lei without VAT), of which the IMPLEMENTATION RESERVE is 1,856,616.12 (lei without VAT). IMPLEMENTATION RESERVE: the fixed sum allocated by the contracting authority from which the values of additional quantities of spare parts not included in Annex No. 1 and the related labour can be debited.

A. Pursuant to Article 160, paragraph 1 of Law 98/2016, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications/additional information regarding the Award Documents is: - the first deadline is 26 days before the deadline for submission of tenders; - the second deadline is 18 days before the deadline for submission of tenders.

B. Pursuant to Article 160, paragraph 2 of Law 98/2016, the contracting authority sets two deadlines within which it will respond clearly and completely to all requests for clarifications/additional information: - the first deadline is 20 days before the deadline for submission of tenders; - the second deadline is 12 days before the deadline for submission of tenders. Depending on the complexity of the clarification requests addressed by the economic operators, for which the responses should be published by the first deadline mentioned above, the contracting authority reserves the right to publish the responses to the respective clarifications by the second deadline set out in the Award Documents. The clarification response deadlines have been set so that economic operators have an adequate period for analysing the Award Documents and, subsequently, for preparing the tenders in light of the responses provided by the contracting authority.

C. Any clarification request submitted after the date mentioned in point A will put the contracting authority in a position where it cannot provide a response and, as a result, it will be considered LATE.

D. Any clarification requests must be submitted in SEAP (www.e-licitatie.ro).
