Strandparken was established as a coastal protection project with a 7 km long sea wall, which secures the hinterland urban areas in Hvidovre, Brøndby, Vallensbæk, Greve and Ishøj Municipalities from rising water levels. The project simultaneously created natural areas where a very rich and varied wildlife has emerged in and around enclosed lakes, meadows, dunes, and beach areas. The entire area has great recreational value with green areas, paths, lakes, and beaches for leisure and educational activities, sports, and cultural events. Strandparken is connected by a 10 km long main path, which links the area lengthwise, supplemented by smaller paths, which create connections to marinas, dune areas, adjacent residential areas, etc. The recreational use of the area is supported by a number of smaller buildings, which, among other things, house cafes, ice cream kiosks, toilets, depots, etc. The buildings are the original ones from when Strandparken was established, and they are very worn out and no longer up-to-date. In the coming years, the coastal protection project will be expanded, so that the dikes will be raised by one meter, so they can withstand the expected future water level rises. The coastal protection project is not directly part of the project competition. A.P. Møller Fonden has donated funds for a modernization and development of the area's recreational facilities in the form of its buildings, coastal facilities, and path systems. This project – and the total consultant for its implementation – must be found through this project competition. Development and construction of new buildings and path systems are carried out as a separate project, independent of the coastal protection project. The project competition therefore concerns the design of new building facilities and a qualitative upgrade of the path areas, which will expand Strandparken's target group, and extend the season's offerings with more all-year-round functions and increased outdoor engagement. Path systems should strengthen the cohesion in the area and support and contribute to increased activity and movement as well as underpin experiences and communication of the area's unique nature. This includes both the main path, which runs through the entire area – and the establishment of new, secondary activity and experience paths, which can be connected to the existing ones – or by rethinking the existing ones. The buildings should be solved both as individual projects with a clear own identity – and at the same time contribute to the experience of Strandparken as a coherent whole.

6. Completed declaration of support regarding economic and technical capability. If the application does not contain the above information, the contractor is entitled to reject the application. The contractor reserves the right to obtain supplementary information regarding the application to the extent that it is in accordance with applicable legislation. Pre-qualification of pre-qualified participants for the project competition will take place by an overall assessment of the applicant's suitability for the task, based on experience from comparable projects as well as the offered competencies in the organisation. Four (4) applicants will be pre-qualified for participation in the project competition. For the references, emphasis is placed on:

• That the content of the submitted references documents architecturally and landscape architecturally strong and relevant references in relation to the tendered task.

• That references document recreational facilities that support community, public use, and outdoor projects of similar character and size as well as with a strong interplay between nature, landscape, and buildings.

• That references document completed or advanced projects. The further a reference is in terms of performance at the time of application, the greater weight it is given.

• References where the applicant has been total consultant.

• References from sub-consultants are valued if the sub-consultant is represented among the organisation's key persons. Regarding organisation and CVs, emphasis is placed on:

• That key persons possess strong competencies for the management of similar roles and experience from projects of similar complexity and character.

• That the offered key persons in the organisation appear as a strong and competent team for the management of the project on both the creative and the managerial disciplines.

• That the offered organisation ensures a smooth and competent process both internally and externally. If more than four well-qualified applicants are found, the four applicants who are collectively assessed to provide a varied participant field and the best competition will be selected. The participant field's variation should constitute a variation in experience and architecture. Variation in experience should be understood as a variation in industry experience and the ability to support industry renewal. Variation in architecture should be understood as a variation in language, expression, and conceptual project approach among the pre-qualified, based on the submitted references.
