Germany – Government services – Evaluierung und Erfolgskontrollen im ANK

Bundesamt für NaturschutzGermanyPublished on Jun 30, 2026
Deadline passed

Description

The Federal Government, with the Action Programme for Natural Climate Protection (ANK) adopted on 29 March 2023, aims to significantly improve the overall condition of ecosystems in Germany and enhance their climate protection performance. This will make a lasting contribution to climate protection and the achievement of national climate protection targets in the land use, land-use change and forestry (LULUCF) sector. The ANK creates and utilises synergies between climate protection and biodiversity conservation. By improving ecosystem services, contributions can be made to climate protection and biodiversity conservation, and further synergistic effects, particularly in the areas of climate adaptation and flood protection, can be achieved. In addition, societal awareness and acceptance of climate and nature conservation are to be increased. The ANK currently comprises ten areas of action with a total of 69 ANK measures, which include in particular area measures, research projects and support structures. Thematic priorities are peatlands, water bodies and floodplains, seas and coasts, wilderness and protected areas, forest ecosystems, soils, and settlement and transport areas. The Federal Government regularly reports on the implementation status of the ANK and the effects of the ANK measures, beyond the legal obligations to carry out success controls according to the Federal Budget Code. Further development of the ANK (including the consolidation of measures) is planned. The project advertised here includes the implementation of evaluations of individual funding measures in the ANK (within the framework of success controls according to the Federal Budget Code and for EU grant-relevant funding) and the assessment of all ANK funding measures for which the BMUKN is responsible, with regard to the evaluation of implementation and potentially achievable and achieved effects. For this purpose, a comparable evaluation basis for all measures is to be developed and suitable evaluation methods are to be developed or partially further developed. Measures potentially added within the framework of ANK 2.0 are to be taken into account within the scope of this contract.
