Poland – Refuse and waste related services – Odbiór i zagospodarowanie odpadów komunalnych z nieruchomości zamieszkałych położonych na terenie gminy Puchaczów oraz z punktu selektywnego zbierania odpadów komunalnych

4.1 The subject of the contract is the collection and disposal of municipal waste from residential properties located in the municipality of Puchaczów and from the Selective Waste Collection Point located in Puchaczów at ul. Skoczylasa 83A within 12 months from the date of signing the contract, in a manner that ensures the achievement of appropriate levels of: preparation for reuse and recycling of municipal waste (excluding other than hazardous construction and demolition waste constituting municipal waste), limitation of the mass of biodegradable municipal waste transferred for disposal and not exceeding disposal levels, in accordance with the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2025, item 733, as amended), the Waste Management Plan for the Lublin Voivodeship 2028 adopted by the Lublin Voivodeship Assembly on 24 January 2025, the provisions of Resolution No. XXII/157/20 of the Puchaczów Municipal Council of 2 July 2020 on the adoption of the Regulations for maintaining cleanliness and order in the municipality of Puchaczów (Journal of Laws of the Lublin Voivodeship of 2020, item 3801) amended by Resolution No. LVI/410/22 of the Puchaczów Municipal Council of 29 December 2022 (Journal of Laws of the Lublin Voivodeship of 2023, item 178), amended by Resolution No. VIII/59/24 of the Puchaczów Municipal Council of 25 November 2024 (Journal of Laws of the Lublin Voivodeship of 2024, item 5934) and the provisions of Resolution No. VIII/58/24 of the Puchaczów Municipal Council of 25 November 2024 on the detailed manner and scope of providing services in the field of collecting municipal waste from property owners and disposing of this waste in exchange for the fee for municipal waste management paid by the property owners (Journal of Laws of the Lublin Voivodeship of 2024, item 5933), amended by Resolution No. XIV/115/25 of the Puchaczów Municipal Council of 28 May 2025 (Journal of Laws of the Lublin Voivodeship of 2025, item 2876), (Annex No. 8 to swz.)

4.2 The area of the municipality is 91.7 km2. The municipality consists of 17 villages: Albertów, Bogdanka, Brzeziny, Ciechanki, Ciechanki Kol., Jasieniec, Nadrybie – Dwór, Nadrybie Ukazowe, Nadrybie – Wieś, Ostrówek, Puchaczów, Stara Wieś, Szpica, Turowola, Turowola- Kolonia., Wesołówka, Zawadów. The number of inhabitants of the municipality, resulting from the declarations submitted as of 31.08.2026, is 5,059. The estimated number of households, resulting from the declarations as of 31.08.2026, is 1,770. This figure is estimated and will be continuously updated based on the declarations submitted or changes in declarations regarding the amount of the fee for municipal waste management.

4.3 The estimated amount of municipal waste to be collected from residential property owners for the entire period covered by the contract is 1,370.00 Mg, the estimated amount to be collected from the Selective Waste Collection Point for the entire period covered by the contract is 111.30 Mg. Note: The contracting authority reserves the right to change the quantity mentioned above. The above values may increase or decrease during the implementation of the contract, primarily depending on the declarations that will be submitted by the owners of the residential properties referred to in Article 6m(1) of the Act on maintaining cleanliness and order in municipalities and from changes in waste management methods. This procedure for awarding a public contract is conducted in accordance with the provisions of the Act of 11 September 2019 on Public Procurement in the unrestricted tender procedure (Article 132). 2. The contracting authority informs that, pursuant to Article 139(1) of the Pzp, it may first examine and evaluate the offers, and then qualify the contractor whose offer was highest rated, in terms of the absence of grounds for exclusion and meeting the conditions for participation in the procedure.
