Description

The subject of the contract is the selection of a contractor for the supply of the required quantities of non-taxed active electrical energy at medium and low voltage levels and the related services, including the performance of the obligations as a balancing group coordinator. The supply of electrical energy must be in accordance with the applicable regulatory documents: the Energy Act (EA), the Rules for Trading in Electrical Energy (RTEE) and the Rules for Measuring Electrical Energy Quantities (RMEEQ). The forecasted cost includes regulator-determined prices for transmission and access through/ to the distribution networks, for transmission and access through/ to the transmission network, the price for "obligations to society", other prices regulated by the KEVR and excise. The forecasted cost does not bind the Contracting Authority to spend it, but constitutes the maximum secured financial resource for the performance of the subject of the contract. The envisaged contract duration is 1 year or until the exhaustion of the secured financial resource – whichever of the conditions occurs first. The forecasted quantity of electrical energy from the Contracting Authority – UMBAL "Sveta Marina" EAD, for a period of 1 (one) year is in total 10 000 MWh: for the Contracting Authority's facilities connected to the distribution network at medium voltage level – 9 600 MWh; for the Contracting Authority's facilities connected to the distribution network at low voltage level - 400 MWh. The full scope of the contract is in accordance with the Technical Specification to the approved participation documentation. The opening, evaluation and classification of the received tenders will be carried out in accordance with Art. 104, para. 2 and para. 3 of the PPA in the order of Art. 61, para. 1 (1st sentence) and para. 2, 3 and 4 of the PPA. On the basis of Art. 104, para. 2 of the PPA, the so-called "inverted order" for conducting the procedure is applied. The Contracting Authority has envisaged that the evaluation of the technical and price proposals will be carried out before the check for the presence of grounds for exclusion and compliance with the set selection criteria.
