Netherlands – Construction work – Raamovereenkomst Trainingsfaciliteiten Werken op Hoogte Defensie

The Dutch Real Estate Company (hereinafter: RVB) is the real estate organisation for and of the Dutch Government and is part of the Ministry of the Interior and Kingdom Relations. As the real estate manager of the Dutch Government, RVB is responsible for, among other things, the maintenance and new construction of the real estate of the Ministry of Defence. Our mission is to ensure that the real estate is functional, safe, and sustainable for the future in a cost-effective and efficient manner, in order to support the Ministry of Defence in successfully carrying out its core tasks. The Ministry of Defence is the client of the RVB with regard to the management and maintenance of the real estate. The intended Framework Agreement relates to the maintenance of part of the sports real estate of the Ministry of Defence, namely the "Training Facilities for Working at Heights" (hereinafter: TF WoH). See also paragraph 2.1.1 of the procurement guidelines. The (estimated) value amounts to 52,000,000.00 euro. The maximum scope for this framework agreement amounts to 65,000,000.00 euro and applies to the duration of the framework agreement including any extensions. Assumptions have been made regarding the demand when determining the estimated and maximum scope of the framework agreement. The actual demand is dependent on future developments and the budget available for this. It may therefore occur that the scope of the framework agreement amounts to nil or significantly more than estimated. To anticipate possible future developments, the set maximum scope of the framework agreement is higher than the estimated scope. Subject to termination of the framework agreement in the event of exceeding the maximum scope, entrepreneurs may in no way derive rights from the estimated or maximum scope. The RVB aims to distribute the turnover evenly across the different years and make it as predictable as possible.
