Description

Dalkia is the contractor for the creation and operation of the urban heating plant and network in the municipalities of Bayonne and Saint Pierre d'Irube. These works include the construction of a heating plant, a heat network and its substations. The present call for tender specifically concerns the substations. The mission to be entrusted to the contractor will involve the supply of the skids, which will be connected to the heat network. The service will include the supply, manufacture and delivery of the skids, which will include key equipment, including heat exchangers, electrical cabinets, heat meters, two-way valves for modulating primary flow, thermometers, filters, temperature probes, valves, etc. The estimated number of substations to be connected is 25; this number may be increased or decreased depending on the actual subscribers connected to the heat network. The contract is a so-called "composite" contract in that it includes - a part of the services remunerated by application of a global and lump-sum price fixed in the DPGF - a part executed according to the purchasing technique of the framework agreement for which the services will be remunerated by application to the quantities actually executed of the unit prices for the skids and substations for which the characteristics are not yet definitively determined. These prices will be set in a Schedule of Unit Prices (BPU). The lump-sum part may be subject to one or more tranches which will be defined in the DCE offer phase.
