Description

Following numerous environmental studies and documentary research, it appears that the pollution observed on the SHELL, ARDEA sites, and in the water table, in the vicinity of these two industrial sites, is linked to wartime events, on the one hand; and to the industrial activities of SHELL and ARDEA, on the other. However, the extent of responsibility of the three parties – STATE, SHELL, ARDEA – in the pollution of the site is not technically determinable. To address these sources of pollution, a convention was signed on 25 September 2012 between the various stakeholders (SHELL, ARDEA, the STATE, the GRAND LYON and the ADEME) to organise the material and financial management of the decontamination and to entrust the ADEME with the delegated project management of the operation. In addition, two prefectural decrees were issued against the two last operators on 23 November 2012 and a prefectural decree was issued by the prefect of the Rhône on 11 February 2013 to instruct the ADEME to carry out, in the industrial zone of Collonges-Au-Mont-d’Or, the following: “… 5.2. – treatment of pollution sources The identified sources of pollution, or those discovered following any additional investigations, must be treated. A reflection will then be conducted to implement works that will, if possible, allow the decontamination of saturated and unsaturated zones. The floating hydrocarbon lens present on the water table will be recovered, to the extent possible, by the technique most suitable for the local context in light of the pilot tests carried out. […] The objective of the decontamination will be to achieve optimal recovery, given the available techniques, reaching an asymptote in terms of the recovery rate (thresholds to be agreed in the steering committee) …” The consultation aims to select the contractor(s) responsible for carrying out the decontamination works of several concentrated pollution zones containing hydrocarbons (see Annex 1 for the location and main characteristics of the different zones):

• Zones A, C, G: Treatment of the unsaturated zone, the water table fluctuation zone (WTZ) and the roof of the saturated zone

• Zone B: Treatment of the unsaturated zone from 0 to 3 m

• Zone D: Treatment of the unsaturated zone from 0 to 3 m

• Zone F: Treatment of the unsaturated zone from 0 to 6 m

• Zone E: Treatment of the unsaturated zone, the water table fluctuation zone and the roof of the saturated zone
