Italy – Cleaning and sanitation services – Procedura aperta sopra soglia comunitaria, articolata in due lotti, per l'affidamento di un Contratto avente ad oggetto il servizio di disinfestazione presso gli insediamenti Rai di Roma, Napoli, Milano e Torino

With reference to each lot, the contract concerns the pest control service “on a contractual basis” and “on demand” through deratization, deblattization, dezanzarization (larvicide/adulticide), removal of rat/mouse carcasses, removal of animal carcasses, removal of guano, removal of wasp, hornet and bee nests, crawling insect pest control, pine processionary pest control, flying insect pest control, and sanitary disinfection to eliminate insects or other animal groups that may cause damage to infrastructure, food losses or cause diseases. Pursuant to Article 58 of the Code, the procedure is divided into the following 2 lots, whose perimeter has been defined on the basis of distinct qualitative, functional and quantitative criteria detailed below: Lot No. 1 - Pest control service for the needs of the offices of Roma DG, Roma Nord, Roma Centro and Napoli TV Production Centre; Lot No. 2 - Pest control service for the needs of the offices of Torino DG, Torino TV Production Centre and Milano TV Production Centre. In accordance with the principles in this regard, the perimeter of the lots has been defined taking into account the characteristics of the demand and the need to promote the access to the market of micro, small and medium-sized enterprises, while ensuring the effective execution of the services, on the basis of the following criteria: (i) territorial continuity and geographical proximity of the sites, in order to allow a more efficient organization of the planned interventions and of any emergency activities; (ii) rationalization of logistics costs and intervention times to ensure stable operational presence in the territories concerned; (iii) economic sizing of the lots compatible with the organizational and operational capacity of micro, small and medium-sized enterprises, avoiding the aggregation of the entire demand in a single award of significant economic size. In this context, in order to avoid, on the one hand, the risk of concentration of more lots in a single economic operator, thus also mitigating the risk that the possible non-performance on a lot may have repercussions on the other and to promote the participation and access of SMEs, pursuant to Article 58, paragraph 4, of the Code, a limit is foreseen on the number of lots that can be awarded to the same bidder. In particular, each competitor - while being able to submit an offer for all the lots in which the tender is divided - may be awarded only one lot and the relevant award will take place following the descending order of the economic value of the lots, starting from the one with the highest value (Lot No. 1). In the event that it is not possible to award one of the two lots due to lack of valid offers, the Contracting Authority reserves the right to award the possible remaining lot, even in derogation from the above-mentioned limit, if there is a valid offer submitted by the competitor who is already the awardee of the other lot, provided that they are in possession of the requirements also requested for the remaining lot.
