This procedure is initiated following the decision to abandon a previous public contract for specific reasons not resulting from the failure of the procedure.-------- The framework agreement aims to develop, supply light modules for the deep decontamination of land equipment and integrate them onto a carrier vehicle provided by the State, as well as the associated services. The complete system (composed of the carrier vehicle provided by the State, and the decontamination module, developed, integrated and supplied by the contractor) is intended to replace the current NBC VLRA. The system must ensure deep decontamination in an advanced area of a unit, as close and as quickly as possible, following a localized NRBC event. It will be operated by a decontamination trio and will have all-terrain crossing capabilities. The carrier vehicle provided by the State is a 4x4 heavy truck with a MAM of 15-20 tonnes. The module, the subject of the framework agreement, must fully integrate with the carrier vehicle and enable the deployment of a decontamination unit. To this end, it will be equipped with specific equipment (decontamination solution preparation tank, water tank, steam generator, pipes and lances) and, on the other hand, it will allow the transport of all the equipment, external to the framework agreement, necessary for the establishment of an autonomous decontamination site (decontamination solutions, decontamination equipment including part of the small detachment decontamination system – SDPD – in stock). The module must allow for deep decontamination by the following three modes: • neutralization: spraying of aqueous decontamination solutions and foams; • displacement (high pressure and high temperature); • steam: generation of wet and dry steam. -------- The main services to be performed include, in particular: - the supply of light deep decontamination modules and associated equipment; - integration onto the carrier vehicle provided by the State; - training in the use and maintenance of the module; - the supply of spare parts; - preventive maintenance; - documentary supplies; - technical management (identification of obsolescence) ----- The system must be air transportable in A400M, rail transportable and able to travel unrestricted on public roads. The delivery of the first 4 systems must take place within a maximum of 15 months after the notification of the framework agreement or the purchase order. ------ This is a Defence and Security Contract. ------- The contract may present technical uncertainties, it will include a part for orders on provision for the potential purchase of supplies and services that could not be precisely defined in the initial public contract. ------ The estimated quantity/volume for the framework agreement project is around forty systems.----- It is specified that the deadline for the submission of tenders is 28/09/2026 at 11:00 (Paris time). Those in section 5.1.12 are in UTC format.----- In addition to section 5.1.15: This is a composite framework agreement (fixed part with order part) and single award.----- Candidates must specify whether they are applying individually or as a group. It is forbidden for candidates to submit several offers for the framework agreement by acting at the same time: 1. as individual candidates and as members of one or more groups; 2. as members of several groups. The composition of the groups cannot be modified between the application and the submission of the offer. ----- In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area. ------ Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ---------- Signature of documents: Documents in the tender dossier requiring a signature must be signed by a person authorized to commit the company (with indication of the name, first name, position of the signatory, and with the company's stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company. ---------- As regards electronic files, a signed zip does not constitute a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorized to commit the company (cf. ''Modalities of transmission of tenders referred to in section 2.1.4). ---------- A scanned handwritten signature cannot replace the electronic signature. ---------- The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is crucial, on pain of rejection of the economic operator's application. ----- Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic.
