This procurement seeks a service provider for the needs of Mikkelin kehitysyhtiö Miksei Oy and Mikkelin kaupunki during the validity period of the framework agreement. The procurement will establish a framework arrangement with one supplier. The procurement is related to the investment promotion work carried out by Mikkelin kaupunki and its development company, which supports the municipality's statutory task of promoting the vitality of its region. In the Mikkeli region, there are significant investment projects underway and in planning, the implementation of which is affected by the capacity of the electricity grid, connection possibilities, electrical substation solutions, the feasibility of connection lines, and the development needs of the electricity grid. Mikkelin kehitysyhtiö Miksei Oy and Mikkelin kaupunki need independent and practical expert support during the framework agreement period to supplement the contractors' own expertise in electricity grid issues requiring special expertise. Expert support is needed for the preparation of investment projects, the assessment of location options, discussions and negotiations with grid operators, authorities, actors planning or preparing electricity-intensive investments, and other key stakeholders, as well as for decision-making support, if necessary also in English. Such parties may include grid operators, Energiavirasto, permitting and supervisory authorities, and preparers of investment projects that significantly use or produce electricity. The objective of the procurement is to establish a framework agreement under which the contractors can flexibly procure design and expert services related to high and medium voltage grids. The services should support the contractors particularly in assessing the feasibility of investments, examining connection possibilities, conceptual and preliminary design-level electricity grid reviews, and identifying technical development paths. Such reviews may include, for example, preliminary reviews related to connection lines, electrical substations, connection points, route alternatives, and capacity phasing.

2. Description of the services to be procured

The services procured through the framework agreement consist of design and expert services related to high and medium voltage grids, electricity grid connections, connection lines, electrical substations, the electrical assessment of large electricity-using or producing investment projects, and electricity market legislation and network regulation. The services are mainly conceptual and preliminary design-level reviews as well as expert services supporting the contractor's decision-making, preparation, and negotiations. The services may relate to, for example, the preliminary assessment of the electricity grid solutions of investment areas, connection alternatives, connection points, connection lines, electrical substations, cable routes, capacity phasing, network boundary conditions, implementation risks, issues related to the application of electricity market legislation and network regulation, as well as necessary follow-up studies. The services may include, among other things, the following tasks:

1. conceptual and preliminary design-level reviews related to high and medium voltage grids;

2. preliminary technical reviews of connection lines, electrical substations, connection points, and cable routes;

3. technical assessments and expert statements related to 400 kV, 110 kV, and medium voltage grids;

4. assessment of the network implementation conditions of investment projects that significantly use or produce electricity;

5. assessment of connection capacity, connection alternatives, connection points, and implementation phasing;

6. techno-economic comparisons between different implementation alternatives;

7. expert assessments, statements, and interpretation support related to electricity market legislation, network regulation, connection procedures, and grid operators' obligations;

8. preparation for discussions and negotiations with grid operators, Energiavirasto, permitting and supervisory authorities, actors preparing investments, and other stakeholders;

9. participation in meetings, negotiations, and workshops defined separately by the contractor as a technical or expert in electricity market legislation and network regulation;

10. map, route, diagram, and material reviews to support the contractor's preparation and decision-making;

11. assessment of the electrical readiness, boundary conditions, and development needs of investment targets;

12. preparation of Finnish and English memos, summaries, presentation materials, background materials, and expert reports to support the contractor, stakeholder discussions, and decision-making;

13. oral presentation and reporting of expert services if necessary, both in Finnish and English;

14. other expert services related to the subject of the procurement, electrical engineering, electricity market legislation, and network regulation.

Based on the procurement, a framework agreement will be established with one service provider.
