Romania – Overhaul and refurbishment work – Execuție lucrări suplimentare aferente obiectivului de investiții „Reabilitarea clădirii principale, corp A-B, clădire bibliotecă la Colegiul Național Mihai Viteazul”, din Municipiul Sfântu Gheorghe, județul Covasna

The subject of the contract is the execution of additional works related to the investment objective "Rehabilitation of the main building, block A-B, library building at the National College Mihai Viteazul", from the Municipality of Sfântu Gheorghe, Covasna County. The works included in the Disposition no. 5 are as follows: - exterior sanitary drainage; - exterior rainwater drainage; - water supply; - electrical energy supply; - library finishes; - block B finishes; - flooring; - library roofing; - block B roofing; - library joinery; - block B joinery; - technical channel. The value of the additional works according to the quantity lists (form F3) along with the Site Instructions are: - Chapter 4. - Constructions and installations related to these - the estimated value is 27,844,598.4 lei without VAT; - Subchapter 5.1.1 – Construction works and installations related to site organisation – estimated value is 47,207.11 lei without VAT. Execution period: 90 days (3 months). The terms and conditions of the contract also include a guarantee for the execution of the works of at least 5 years (60 months). THE CONTRACT DURATION IS 63 MONTHS, WHICH INCLUDES: THE EXECUTION PERIOD OF THE ADDITIONAL WORKS, AS WELL AS THE GUARANTEE PERIOD. Taking into account the Address no. 35808/133094/2026 of the Ministry of Development, Public Works and Administration, by which the contracting authorities were notified that the PNDL financing contracts will cease at the end of 2026, for which reason we are obliged to take all necessary steps to urgently finalise and accept the investment objectives within the contractual period. Considering that compliance with the period provided for in art. 74 para. (1) of Law no. 98/2016, as subsequently amended (which establishes that the period between the date of transmission of the participation notice for publication in the OJEU and the deadline for submission of tenders is at least 35 days), makes it impossible to finalise and accept the works of execution on the investment object. For this reason, given that this is a situation of urgency, the contracting authority establishes a reduced period for the submission of tenders, which cannot be less than 15 days from the date of transmission for publication of the participation notice, in accordance with the provisions of art. 74 para. (3) of Law no. 98/2016, as subsequently amended. The deadline by which clarifications can be requested from the contracting authority is 8 days before the tender submission date. The contracting authority will respond clearly and completely to all requests for clarification/supplementary information by the 6th day before the tender submission deadline.
