The VNG has since 2015 had a mandate to conclude national framework agreements on behalf of municipalities for highly specialised and infrequently occurring forms of youth care and Wmo support for people with sensory impairments. National procurement is necessary for these forms of youth care and Wmo support due to the national scope, low prevalence, and the required specialised knowledge and infrastructure. The current national procurement for youth care comprises 14 functions for approximately 10,000 children, which totals ca. 2% of all children in youth care and ca. 3% of youth care expenditure.
