Germany – Architectural, construction, engineering and inspection services – FFH-Monitoring Käfer - Berichtsperiode 2025-2030

Natura 2000 is an EU-wide network of protected areas for the preservation of threatened or typical habitats and species. It consists of the protected areas of the Birds Directive (Directive 2009/147/EC) and the protected areas of the Habitats Directive, also known as the FFH Directive (Directive 92/43/EEC). The FFH Directive lists a total of 231 habitat types (Annex I, of which 93 occur in Germany) and around 1,000 species and subspecies (Annex II, of which 143 occur in Germany) of community interest for which a system of interconnected protected areas must be established. According to Article 17 of the FFH Directive, Member States are required to submit a national report to the European Commission every 6 years on the status of implementation of the Directive and to assess the conservation status of all habitat types (LRT) and species listed in the Annexes. In Germany, the report is prepared predominantly on the basis of data from the Länder, which are based on nationwide uniform survey methods (see Annex LB 1). On the basis of the Member States' reports, the European Commission draws up a Community report. Article 11 of the FFH Directive obliges the Member States to monitor the conservation status (monitoring) of the FFH protected assets (LRT (Annex I) and species (Annexes II, IV and V)). In a multi-year coordination process, the Federation and the Länder have agreed on a nationwide approach to FFH monitoring. At the federal level, the number of sample plots (SPF) per protected asset (LRT or species) is distributed to the Länder (federal sample). For each protected asset, a maximum of 63 SPF per biogeographical region are distributed within and outside of FFH areas, and if there are fewer than 63 occurrences of a protected asset per biogeographical region, all occurrences are checked in a total census (TZ).
