Denmark – Services related to soil pollution – Udbud af rammeaftale om rådgivning og bistand vedrørende udførelse af nye og egenfinansierede videregående forureningsundersøgelser
Description
Region Syddanmark is procuring five (5) parallel framework agreements for the procurement of consultancy and assistance services related to the execution of new, self-financed advanced pollution investigations in Region Syddanmark. The framework agreement includes consultancy services related to the public pollution control efforts at locations that have been mapped as polluted, but where the pollution is not delineated, the so-called advanced pollution investigations. The contracting authority prioritises efforts against groundwater-threatening pollution in areas with special drinking water interests and water extraction areas highest. Pollution that results in a significant indoor air impact, posing an acute health risk, is prioritised highly. Pollution that poses a risk to contact and in relation to surface water and nature is only prioritised in special cases. This prioritisation is political and may change during the framework agreement's term. The overall aim of the advanced pollution investigations is to:
• Characterise and delineate pollution in soil, groundwater, and pore air and possibly indoor air and surface water on polluted sites.
• Create an overview and conceptual understanding of the extent, spread, and pathways of pollution in soil, groundwater, pore air, indoor air, air, and surface water.
• Create a basis for a risk assessment of the pollution in relation to the area's groundwater resource, water extraction, and residences, as well as current or future sensitive land use, nature, and surface water.
• Form the basis for a remedial action programme and sketch project, if deemed necessary based on the risk assessment.
• Form the basis for a re-evaluation of the mapping status of the source site and any neighbouring sites, as well as any nuances in relation to the Soil Pollution Act.
The contracting authority will award the framework agreement to five suppliers. The method for awarding specific tasks under the framework agreements of the five framework contracts is set out in the framework agreement.
