The City of Espoo's Temporary Services Department (hereinafter the Contracting Authority) invites tenders for the implementation of the theatre at the Espoo Cultural Centre as a collaborative project management contract (PMC) with a target price in Tapiola. The contract is divided into a Development Phase and an Implementation Phase. The project management contractor acts as the main contractor in the project and is responsible for the overall management of the project implementation, the competitive bidding of purchases, the management of the site, and the coordination of the various parties in accordance with the contractual documents, as well as the project schedule. The project management contractor will also participate in the review and optimisation of the plans during the Development Phase, together with the Contracting Authority and the designers. The contract is divided into a Development Phase and an Implementation Phase. During the Development Phase (approximately January–April 2027, duration approximately 3–4 months), the project management contractor will be committed to the project, the plans will be reviewed and optimised together with the Contracting Authority and the designers, the project risks will be mapped, and the Target Price for the Implementation Phase will be confirmed. During the Implementation Phase (approximately from April 2027, contract duration 30 months), the works related to the project will be carried out based on the decisions and design solutions made during the Development Phase. The acceptance of the theatre at the Cultural Centre is planned to take place in 11/2029. The Contracting Authority has the right to refrain from placing the order for the Implementation Phase at the end of the Development Phase. The common goal of the Contracting Authority and the PMC is to proceed to the order for the Implementation Phase. Refraining from ordering the Implementation Phase ("exit") is the last resort. The contract includes the construction of a new theatre, related modification works in the existing cultural centre, and construction works in the Kulttuuriaukio area. The implementation will take place partially in connection with the operating cultural centre, which requires special attention to the phasing of the site, safety, and the uninterrupted continuation of user activities. The project aims to enable the centralisation of the operations of the Espoo City Theatre in connection with the Espoo Cultural Centre and to replace the current Revontulihalli. At the same time, the functionality of the cultural centre will be developed and the attractiveness of the Tapiola cultural environment will be improved. The project includes, among other things: • a convertible theatre hall for approximately 500–700 people, which enables the implementation of various performance formats • stage, rehearsal and production spaces that support the theatre's operational activities • public spaces and services, such as lobbies, restaurant spaces and other customer service functions • logistics and maintenance spaces, including loading and transportation arrangements • demanding presentation and building technical systems, the implementation, integration, testing and commissioning of which are a key part of the project. The project management contract also includes all the management, guidance, coordination and site tasks required for the implementation of the project, as well as building and technical building services, and the procurement of purchases in such a way that the final result meets the set quality, functionality, cost and schedule targets. SITE VISIT: The Contracting Authority requires the Bidder to participate in a mandatory site visit arranged by the Contracting Authority before bidding. The mandatory site visit will be arranged on 1.9. at 10.00. The site is located at Kulttuurinaukio 2, Espoo. The Contracting Authority will reject the bid if the bidder has not visited the site on the site visit arranged by the Contracting Authority. Registered participants will be sent more detailed arrival instructions by email. The duration of the site visit is approximately one (1) hour.
