Description

The procurement includes the assessment of environmental impacts and the preparation of a general design-level railway technical design for the Tampere (Ranta-Tampella) – Nokia (Harjuniitty) section, including additional tracks, and the preparation of a railway design for the Tampere (Lielahti) – Nokia (Harjuniitty) section. The state and the Tampere region have agreed on the design of the Epilä and Harjuniitty stops in the MAL agreement for the years 2024–2027. The stops are located in the project area and are included as an option in the design entity. A reserve area plan for the additional track was drawn up in 2015 as part of a larger Tampere-Lielahti-Nokia/Ylöjärvi entity. In the 2020 Tampere-Pori needs assessment, which was completed, the project was presented as the third most important development measure, especially if local rail traffic in the area increases. The most important development measures identified have already been implemented on the section. After the needs assessment, additional local rail services to Nokia have been added to the section for freight traffic. The Tesoma stop was completed in 2021 and the development work at the Nokia traffic station will be completed in 2025. Construction work at the Rauma stop is underway and additional services from Rauma to Tampere will commence in 2027. The preliminary investigation for the Epilä stop will be completed in spring 2026. The preliminary investigation for the Harjuniitty stop has been carried out earlier as part of the planning process. The phased implementation of the Tesoma stop and the additional track have been taken into account in the legally binding railway design (4.9.2020). As part of the development of the Nokia traffic station, the location of the additional track at the traffic station has been investigated and, to this extent, the reserve area plan has been updated in the traffic station's preliminary investigation, published in 2021. The needs for additional tracks have been taken into account in the Tampere and Nokia master plans as part of the planning process. In the detailed plans, the needs for additional tracks have been taken into account as reserves, to the extent that plan amendments have been necessary due to the need to update land use as a result of development. In Nokia, at the municipal boundary, Kankaantaka and Haavisto, there is a total of approximately 1 km of the project area without a detailed plan. One supplier will be selected as the service provider. The content of the procurement is defined in more detail in the tender documents.
