Description

It is intended, within the framework of this negotiated procedure with a participation competition, to divide the procurement of a CO2-based heat pump system for testing components (CoCo.1) into two lots. The aim is to realise an operational test facility for research and development purposes. Bidders are free to submit applications to participate for a single lot or for both lots. In the subsequent tender phase, they are bound by the selection made; a subsequent change or expansion of the lot selection is excluded. However, the submission of a participation application does not constitute a commitment to later submit an offer for the relevant lot. Please note: The following lot-specific descriptions of the contract objects are not performance descriptions. Rather, these descriptions serve potential bidders to assess whether participation in the tender is of interest or desirable, i.e. whether the contract object described here fits the performance spectrum of a potential bidder. The actual performance descriptions will be made available, together with further components of the tender documents, exclusively to those bidders who have successfully completed the participation competition, and that is in the second phase of the tender, the tender phase. Further information on the procedure of the two-stage tendering process to be carried out can be found in these tender documents for the participation competition. Description of the contract object in Lot 1 – Primary circuit of the CO2-based system The subject of Lot 1 is the planning, delivery, installation and commissioning of the primary circuit of the CO2-based heat pump system. The lot includes the complete design and realisation of a closed CO2 process circuit (R744) designed for operation in the transcritical range. The lot also includes the implementation of the associated control system based on a programmable logic controller (PLC) including operating and monitoring options, safety functions, data recording and connection of the measurement and control components required for operation. The following operating parameters are planned: • Evaporation temperature range: approx. -10 °C to +20 °C • Operating temperature range at least 160 °C (compressor outlet temperature) • Mass flow: 2.2 kg/s (at pLP= 30 bar; pHP= 100 bar) • Operation in the high-pressure range up to at least 130 bar. Optionally, the technical connection of the control system to the secondary circuit provided in Lot 2 can probably also be offered within the framework of this lot. Description of the contract object in Lot 2 – Cooler in the secondary circuit of the CO2 system The core of Lot 2 is the planning, delivery, installation and commissioning of a weather-resistant cooler for outdoor installation, which is designed for operation with a suitable heat transfer medium (e.g. water-glycol mixture). The cooler must be sized so that the heat output generated in the primary circuit can be reliably dissipated. The internal control of the cooler must ensure stable plant operation even under varying operating conditions. In addition to the minimum performance, further components for the implementation of the complete secondary circuit can probably be offered. These may include: • Design and integration of a storage unit to stabilise plant operation • Delivery and integration of heat exchangers for system integration • Provision of valves, pumps and piping systems • Extended measurement, control and regulation technology within the secondary system. For both lots, the following applies: The plant will later be erected at the following DLR site: DLR project hall in Cottbus, Gerhart-Hauptmann-Straße 15, 03044 Cottbus. (Contact with the staff of the site is to be avoided during the entire tendering procedure.) According to the current planning status, the contract award is scheduled for the end of July 2026. The services are to be provided by no later than March 2027. If there are any significant changes in the timetable, the bidders will be informed immediately and in detail about the new schedules.
