France – Disposable non-chemical medical consumables and haematological consumables – Fourniture de dispositifs médicaux de neuroradiologie interventionnelle

This is an open tender in accordance with Articles L2124-2, R2124-2, 1° and R2161-2 to R2161-5 of the Public Procurement Code. The public contract is a framework agreement that sets out all the contractual stipulations. It is executed as and when purchase orders are issued under the conditions set out in Articles R. 2162-13 and R. 2162-14 of the Public Procurement Code. The framework agreement is concluded without a minimum and with a maximum expressed in quantity in the sense of Article R2162-4, 2° of the Public Procurement Code. The maximum contractual quantities for the entire duration of the contract are defined in Annex 1 of the CCTP "Catalogue of Needs". The public contract is single-awarded, with the exception of lots 10/25/26/28/33/35/36/42 and 45. For the latter, the public contract is multi-awarded so that the member establishments can have a range of medical devices and implants suitable for the different patients to be treated. The award criteria for purchase orders between the different contractors are as follows: For lots 10/25/26/28/33/35/36/42, the public contract is awarded to a maximum of 2 distinct contractors, subject to a sufficient number of candidates and offers. The percentage of units ordered within twelve months will be relative to the ranking of the selected bidders. The percentage of units ordered is distributed between the contractors as follows: - Lot 10 1st 80% - 2nd 20% - Lot 25 1st 90% - 2nd 10% - Lot 26 1st 80% - 2nd 20% - Lot 28 1st 90% - 2nd 10% - Lot 33 1st 60% - 2nd 40% - Lot 35 1st 70% - 2nd 30% - Lot 36 1st 70% - 2nd 30% - Lot 42 1st 80% - 2nd 20% For lot 45, the public contract is awarded to a maximum of 2 distinct contractors, subject to a sufficient number of candidates and offers. The percentage of units ordered within twelve months is relative to the ranking of the selected bidders. The percentage of units ordered is distributed between the contractors as follows: - Lot 45 1st 70% - 2nd 30%. If only one offer is received, Rennes University Hospital may award the contract to a single bidder. All the supplies that can be ordered are described in the special technical clauses (CCTP) and in Annex No. 01 of the CCTP: Catalogue of Needs. Furthermore, for the lots concerned in the Catalogue of Needs, the contracting authorities may, as needed, order up to 10% of the minimum quantities of the public contract, in the catalogue of the contractor, complementary products, not listed in the BPU of the relevant lot, relating to the subject of said lot (same range). The estimated quantities of the public contract are indicated in Annex No. 04 of the RC: Table of estimated quantities by establishment. These quantities are not contractual. They are used only for the analysis of offers. The public contract is concluded for an initial period from 01/04/2027 or from the date of notification if the latter is later than the initially planned date of 01/04/2027, to 31/03/2028. The public contract may then be renewed two (2) times for successive periods of one (1) year, i.e. until 31 March 2030. This renewal is tacit (this means that the silence kept by Rennes University Hospital automatically renews the public contract). The validity period of the offers is set at eight (8) months from the deadline for receipt of the offers.
