The subject of the public procurement in research, development and innovation is to obtain the most suitable proposal for the project solution in applied research and innovation. The project framework aims to predefine the project, which was prepared in accordance with the provisions of Section 2, paragraph 2, letter h) of the Public Procurement Act, and which will be adjusted within the framework of the competitive dialogue with regard to the needs of the Contracting Authority. (The subject of the project is specified in Annex No. 1 – Project Framework of the Tender Documentation). The tender procedure will be conducted so that the selected solution meets the objectives and achieves the results determined in Annex No. 1 - Project Framework of the Tender Documentation, which will be the main substantive basis for the negotiations. The conclusions, conditions and new facts should emerge from the individual negotiations so that the tender can be specified for the Contracting Authority in the most suitable manner for the final tender. The aim of the need is to create, using research methods, a methodology for the collection, preparation and analysis of samples of nuclear sources, which will be used for the nuclear-forensic database. Furthermore, to create a software tool, which will summarize in a database manner information about these nuclear sources and their key characteristics (isotopic composition, elemental composition, physical parameters, etc.) for the purposes of investigating incidents with nuclear material (NM) and sources of ionizing radiation (SIR).
