In the midst of southern Schleswig-Holstein, between Norderstedt and Bad Segeberg in the triangle of cities formed by Hamburg, Lübeck and Kiel, lies the municipality of Itzstedt. Federal Highway 432 is the lifeline of this district and connects the Baltic Sea with the Hamburg metropolitan region. As the shortage of doctors in rural areas is steadily decreasing, the municipal assembly of Itzstedt has decided to build a new medical centre. The municipality's wish is to create space for two medical practices on municipal land (former tennis courts). For this purpose, a target-finding phase, with preliminary designs of floor plans and elevations as well as the space requirements of the new building, was created in 2025. These preliminary designs are attached to the tender documents. The new building should integrate into the surroundings and the existing buildings and should have 2 full storeys without a basement, in solid construction as well as barrier-free access. It is desired to build the new building in a sustainable way, as well as with low consumption and maintenance costs, for example through a photovoltaic system and an air-source heat pump. External facilities: The external facilities will be part of the commission for the project planning. This concerns the access to the new building from Segeberger Straße (B432) as well as the parking areas and green spaces on the site of the medical centre. In the northern part of the area to be developed, a new residential area, building plan 21, will be created in the future, and to the west, the site of the Itzstedt municipal administration adjoins the municipal area. At the current status, it has not yet been exactly determined whether the external facilities will be depicted via the scope of services of the landscape design or via the traffic facilities planning. The specifications for this will be discussed with the bidders as part of the negotiations. It is pointed out that the office dealing with the previous planning may participate in this tender. There is no knowledge advantage, as the results of the planning form the basis for this tender. The commissioning will be carried out in stages. Presumably: 1. Stage: LPH 1-4 2. Stage: LPH 5-8 3. Stage: LPH 9 These specifications will also be discussed with the bidders. It is intended to award the SIGEKO, site investigation, surveying, fire protection planning, thermal insulation and energy balancing, building acoustics and room acoustics by means of a separate tender in accordance with national public procurement law (20% contingency, see § 3 Abs. 9 VgV). If the contingency under § 3 Abs. 9 VgV is exhausted, the aforementioned service may be tendered in a further open procedure if necessary.
