Romania – Modular and portable buildings – Acord - Cadru avand ca obiect achizitie, transport si montaj insule centrale modulare si a insulelor de separare a traficului pentru „Sensuri giratorii de pe drumuri nationale” aflate in administrarea D.R.D.P. BUCUREȘTI

Framework Agreement for the purchase, transport, and installation of modular central islands and traffic separation islands for "Roundabouts on National Roads" managed by D.R.D.P. BUCUREȘTI. During the execution of the Framework Agreement, a minimum of 2 subsequent contracts will be awarded per year. The Framework Agreement will be awarded to a single economic operator. The maximum total estimated value – Framework Agreement for a period of 24 months is 12,312,000.00 lei excluding VAT and corresponds to the maximum quantities that may be requested throughout the duration of the Framework Agreement. The minimum total estimated value of the Framework Agreement is 1,488,000.00 lei, excluding VAT and corresponds to the minimum quantities that may be requested throughout the duration of the Framework Agreement. The value of the smallest subsequent contract: 744,000.00 lei excluding VAT consisting of: • Prefabricated curved modular elements made of reinforced concrete equipped with solar spots for the realization of the central island of the roundabout, including transport and installation – 10 ml; • Prefabricated modular elements made of reinforced concrete equipped with solar spots for the realization of Traffic Separation Islands, including transport and installation – 60 mp. The value of the largest subsequent contract: 1,488,000.00 lei excluding VAT consisting of: • Prefabricated curved modular elements made of reinforced concrete equipped with solar spots for the realization of the central island of the roundabout, including transport and installation – 20 ml; • Prefabricated modular elements made of reinforced concrete equipped with solar spots for the realization of Traffic Separation Islands, including transport and installation – 120 mp. The minimum and maximum quantities related to the Framework Agreement are found in Annex 1 to the Terms of Reference. A. According to Article 160(1) of Law 98/2016, the deadline by which any interested economic operator has the right to request clarifications/information regarding the Award Documents is: - the first deadline is 26 days before the deadline for submission of tenders; - the second deadline is 18 days before the deadline for submission of tenders. B. According to Article 160(2) of Law 98/2016, the Contracting Authority sets two deadlines within which it will respond clearly and completely to all requests for clarifications/information: - the first deadline is 20 days before the deadline for submission of tenders; - the second deadline is 12 days before the deadline for submission of tenders. Depending on the complexity of the clarification requests addressed by the economic operators, for which the responses should be published at the first deadline mentioned above, the Contracting Authority reserves the right to publish the responses to the respective clarifications at the second deadline set out in the Award Documents. The clarification response deadlines have been set so that economic operators have an adequate period for analyzing the Award Documents and, subsequently, for preparing their tenders in light of the responses provided by the Contracting Authority. C. Any clarification request submitted after the date mentioned in point A will put AC in a position where it cannot provide a response and, consequently, it will be considered LATE. D. Any clarification requests must be submitted in SEAP (www.e-licitatie.ro).
