Description

The district town of Eichstätt plans to build a new fire station for the Freiwillige Feuerwehr Eichstätt at the "Freiwasser" site as a replacement for the existing site at Residenzplatz. As part of a feasibility study, several sites were examined and evaluated. The "Freiwasser" site was identified as the preferred site due to the size of the plot, the possibilities for expansion, and the better functional organization of the alarm and operational processes. The measure includes the construction of a fire station with a vehicle hall, operational and changing areas, training and administrative areas, workshops, storage areas, breathing apparatus workshop, wash hall, technical areas, and outdoor facilities with alarm yard, training yard, and parking spaces. The space program, which was further developed as part of the feasibility study, provides for a usable area of less than 1,700 m² or a gross floor area of approx. 2,170 m². In addition to the space program created for the feasibility study, there are further change requests derived from the inspection of other houses, which must be checked, validated, and, if necessary, incorporated into the space program basis together with the user and the client before starting the concrete planning. A functional and economical new building with a predominantly robust and sustainable "Low-Tech" approach is planned. Compact building structures, long-lasting materials, and a low-maintenance building operation are envisaged. Special requirements arise from the use as critical infrastructure, particularly with regard to flood protection, emergency power supply, operational safety, and the fire department-specific operational processes. Due to its urbanistically prominent location directly on the B13, special requirements are placed on the architectural quality and integration into the urban and landscape context. Although the site is located outside the protected ensemble, there is a direct visual relationship to the Willibaldsburg, which must be appropriately taken into account in the design. Together with the service of building design, the surveying of the building plot at the beginning of the planning and the fire protection planning will also be awarded. The costs of the measure are currently estimated at around 9.9 million € gross. This cost framework is to be maintained. Planned project schedule (preliminary): • Start of planning: IV. Quarter 2026 • Submission of building application: II. Quarter 2027 • Tendering of construction services: from IV. Quarter 2027 • Expected start of construction: I. Quarter 2028 • Expected completion/start of operations: beginning/middle 2030. The services of building design building according to § 34 HOAI will be awarded in stages. The order is placed for the performance phases 1–9, subsequently optionally in stages for the further performance phases. There is no entitlement to the awarding of further stages. Likewise, the planning services for fire protection planning according to the service description sheet 17 AHO will be transferred in stages. There is no entitlement to the awarding of further stages. Likewise, the surveying of the building plot will be awarded. The planner transfers the copyright for the fire station to the city of Eichstätt. The city of Eichstätt can later make changes to the building or demolish it without prior consultation with the planner or their legal successors. See § 8.5 of the draft contract.
