Germany – Architectural, construction, engineering and inspection services – Planungswettbewerb KITA Max und Moritz Haldensleben

The city of Haldensleben is conducting a design competition for the planning of the new construction of the Kindertagesstätte "Max und Moritz". The competition is prompted by the dilapidated condition of the existing building. The project is scheduled for implementation in the municipal budget for the years 2029 - 2031 and is to be financed through funds from the urban development programme "Sozialer Zusammenhalt". The three-storey existing building was erected in 1985 using large-panel construction ("Plattenbau") as a residential building of the type WBS70 and is fully basemented. The elevated ground floor is only accessible via external stairs, which significantly impairs accessibility. The structural distribution of the Kindertagesstätte (Kita) over three floors impairs daily operations. The new building must be placed on the site in such a way that the existing Kita building can be preserved and continue to be used during the construction phase. Therefore, the existing building cannot be built over or used by the new building. The demolition of the existing building and any interim solutions are not part of the competition task. No subsequent use of the existing building is planned. As part of the competition, the new construction of a Kita building, including a nursery for 160 children and 27 staff, is to be planned with the following group structure: - 6 Kita groups - 3 nursery groups At least one nursery group and one Kita group, including the associated rooms and access, must be designed to be fully accessible. Single and two-storey designs will be evaluated equally. Maximum number of storeys: 2 storeys. In the case of a two-storey design, a passenger lift is required, which should also serve as a goods lift. For the project, a cost estimate of 6,800,000,- € gross is assumed for cost group 300 + 400 according to DIN 276. The subject of the competition is the new construction of a Kindertagesstätte. The competition will be conducted as a non-open, single-phase high-rise design competition according to RPW 2013 with subsequent negotiation procedure according to § 14 Abs. 4 Nr. 8 VgV. To find an appropriate solution, a competition with 12 participants according to RPW 2013 with subsequent negotiation procedure (according to § 14 Abs. 4 Pkt. 8 VgV) with the three prizewinners is planned. The design competition is aimed at architects and planning offices that employ architects. The planned commissioning will be carried out in stages and depending on the approval of the funding by the urban development programme "Sozialer Zusammenhalt" of the Federal Government (BWSB). Directly following the competition, the building and interior design services (Section 34 HOAI) will be commissioned for the performance phases 2 to 4. Subsequently, the planning services for the performance phases 5 to 9 are to be commissioned.
