Finland – Operation of electrical installations – Sähköntuotannon tuotantovarauksen yhteistyökumppanin hankinta/OSALLISTUMISPYYNTÖ
Description
HVK's contract for the production reservation of electricity generation ends at the end of 2026. At the end of the contract period, HVK will need to procure a new, or similar, production reservation procedure. The procurement is based on the production reservation arrangement specified in section 13 of the Security of Supply Act (1390/1992). HVK's objective is to create a production reservation entity that consists of several suitable facilities, as well as one operator responsible for maintaining the overall entity. HVK will enter into an agreement with the operator for the maintenance of the electricity generation production reservation entity, a so-called service procurement. The objective is an electricity generation production reservation outside the electricity market, intended for severe disruption situations and exceptional circumstances, and not for balancing electricity price peaks or short-term flexibility needs in electricity consumption and production. In the target operating model, the operator:
- plans and collects the facility base with sufficient electricity generation capacity in close cooperation with HVK
- maintains the entire contract base and develops the performance of the facility base according to the plans made with HVK
- is responsible for the maintenance and readiness of the facilities according to the production reservation contract (including fuel procurement)
- acts as the centralized operator and electricity market actor when the production reservation is used
- maintains the necessary up-to-date reporting to HVK on the performance, costs, and development needs of the entity
In the quality assessment, for example, the contractor's ability to produce the organizational and technical capability required by the operator, considering the requirements of normal and exceptional circumstances, and the prerequisites for integrating a sufficient amount of capacity into the entity, will be assessed. In addition, the contractor's ability to operate nationally, in Finland, and to maintain the facility base, as well as the demonstrated ability to act reliably and responsibly as an electricity market actor, will be considered in terms of quality. The contractor's remuneration will be formed from the management element of the service. In the tendering phase, the weight of quality will be in the range of 60-70% and the weight of price 30-40%. In terms of quality, for example, the extent of decentralized use and maintenance operations will be assessed. The target contract period is approximately 10 years in total. The division of the contract period into the actual contract period and options is a subject for negotiation. This is a participation request, from which up to three participants will be selected for the tendering round. The selection criteria are presented in the section Procurement Subject Criteria. HVK may proceed to the tendering phase even if there are fewer than three participants.
