The objective of the procurement entity is to procure a service provider for the use of the electricity network, who is able to produce the service with high quality and cost-efficiency within a long-term strategic partnership. The objective is particularly to ensure that the service provider utilises existing expertise in the use of the monitoring as well as staff transferred from the Purchaser, so that the monitoring and operation of the electricity network can be arranged in a cost-efficient manner. Additionally, the objective is to ensure that the inclusion of the information systems required for the use of the electricity network services and the services related to them in the procurement target enables the more efficient and effective arrangement of the services, the utilisation of economies of scale and the achievement of overall cost savings. The objective of the procurement is to achieve overall cost savings in the monitoring and operation of the electricity network, while ensuring the quality, reliability and compliance with legal requirements. More detailed specifications and preliminary expectations related to the procured service, as well as a description of the current operation and its content, are described in more detail in the preliminary tender request sent to the companies selected in the negotiation procedure. The service covers the monitoring and operation of the Purchaser's electricity distribution network, low voltage (LV), medium voltage (MV) and high voltage (HV) in the scope defined in this procurement description. The service includes the monitoring and operation of the electricity network on a 24/7 basis, use planning, fault reporting and monitoring information systems with related services. The service must meet the electrical technical boundary conditions and requirements related to electrical safety in all operating activities.
