Framework agreements are to be concluded for the 4 lots, for a maximum period of 24 months, from 01 September 2026 - 30.08.2028:

Lot 1: Procurement of residential social services for children and young people with special protection measures, provided in family-type homes (social service code 879.1.1.CR.C), for a number of 72 places

The estimated minimum and maximum values for the framework agreement and the subsequent contracts for each lot can be found in the Annex to the Technical Specifications and in the lots. The services will be provided on the territory of Romania, by an accredited provider in accordance with Law no. 197/2012, in licensed locations organised as care and assistance centres, in accordance with the provisions of Order MMJS no. 82/2019 regarding the approval of the mandatory minimum specific quality standards for social services. The beneficiaries to whom social services will be provided will be admitted to the residential centre based on a Decision issued by the Commission for the Evaluation of Adults with Disabilities. All technical aspects regarding the requested services and the content of the offers to be submitted by tenderers can be found in the Technical Specifications. The contracting authority will respond clearly and completely to all requests for clarification or additional information, which have been addressed to the contracting authority within the timeframe set out in the invitation to participate, 10 days before the deadline for submission of tenders. The number of days within which clarifications can be requested before the deadline for submission of tenders/applications is 12 days.
