A cycle bridge is to be established, connecting Østerbro with Refshaleøen. The winning tenderer shall prepare a layout proposal for the Bridge, Landings and ancillary facilities on both sides of the bridge. In connection with the preparation of the layout proposal, the winning tenderer, in collaboration with their architect, shall prepare three proposals for how the architecture can be expressed in the bridge's design. An impartial architecture group consisting of Copenhagen Municipality's city architect and a 3rd party architect will, in collaboration, recommend one solution to the Climate, Environment and Technical Committee (KTU). The design of the bridge is therefore solely in this phase, which is why the majority of the task is directed towards engineering disciplines. The layout proposal is expected to be politically processed by January 2028. After the political processing, KTF will tender the bridge – including compensation at both ends – as a turnkey project. In this connection, the winning tenderer will change from total consultant to client consultant for the Bridge. The winning tenderer continues as total consultant for Landings and ancillary facilities, for which a project proposal/authority project, tender project, execution project, inspection, execution and delivery shall be prepared. The winning tenderer's services regarding client consultancy are provided in accordance with FRIs Service Descriptions for Client Consultancy 2019, section 3.
