No breakdown into lots is planned. The contract will be executed through:

- In a first stage, an ordinary contract corresponding to the provision of acquisition and implementation of a software solution for street inspections, data integration and assistance with work programming

- In a second stage, a framework agreement corresponding to the provision of management (and notably hosting), consultation by Rennes Métropole users and training for the software solution for the latter

1/ STREET INSPECTION DIAGNOSTIC SERVICE WITH IMPLEMENTATION OF A SOFTWARE SOLUTION AND ASSISTANCE WITH WORK PROGRAMMING - ORDINARY PART

These services are broken down into phases.

Designation Phases

Phase 1 - Development of the survey method, Implementation of the software solution, commissioning and verification of fitness for purpose

Phase 2 - Field surveys, data integration into the software solution, grading and mapping of deterioration and verification of regular service

Phase 3 - Assistance with work programming

Phase 1 will be broken down as follows:

Phase 1 - Development of the survey method, Implementation of the software solution, commissioning and verification of fitness for purpose

Sub-Phase 1A - Development of the survey method, implementation of the software solution, commissioning, survey in test area

Sub-Phase 1B - Verification of fitness for purpose by Rennes Métropole based on a survey in a test area carried out in Sub-Phase 1A

Phase 2 will be broken down as follows:

Phase 2 - Field surveys, data integration into the software solution, grading and mapping of deterioration and verification of regular service

Sub-Phase 2A - First field survey (500 km), data integration into the software and verification of regular service

Sub-Phase 2B - Continuation and completion of field surveys then data integration into the solution

Phase 3 will be broken down as follows:

Phase 3 - Assistance with work programming

Sub-Phase 3A - Development of the method

Sub-Phase 3B - Assistance with work programming

2/ MANAGEMENT SERVICE (AND NOTABLY HOSTING), CONSULTATION BY RENNES MÉTROPOLE USERS AND TRAINING FOR THE SOFTWARE SOLUTION FOR THE LATTER - FRAMEWORK AGREEMENT PART

The maintenance aspect will be handled in the form of a single-supplier framework agreement with no minimum and a maximum (for 1 year: 70,000 euros excl. VAT) and is awarded under Articles L2125-1 1°, R. 2162-1 to R. 2162-6 to 2162-14 of the Public Procurement Code. Its execution will be mixed. It will indeed take place both:

- From the schedule of unit prices (SUP) and by means of purchase orders for services whose scope, known, allows the setting of unit prices from the time of contracting,

- Through the conclusion of subsequent contracts (SC) upon the occurrence of the need for specific or experimental services, which occur in particular configurations, or intended to deal with the occurrence of unforeseen events.

The form of the contracts will be defined by each subsequent contract. The services are paid for by unit and lump-sum prices. The classification in accordance with the Common Procurement Vocabulary (CPV) is:
