Description

The subject of the contract is the organisation of training for personnel in non-destructive testing in the aviation sector to level 2 according to PN-EN 4179 / NAS 410, concluded with qualifying examinations and the issuance of certificates (certificates of achievement). 2. The contractor will provide training for 32 people in five methods: - eddy current testing ET – 12 persons; - penetrant testing PT – 5 persons; - magnetic particle testing MT – 5 persons; - ultrasonic testing UT – 7 persons; - radiographic testing RT – 3 persons. 3. The contracting authority reserves the right to change the number of trainees between methods depending on the size of the training groups, provided that the total number of trainees is not less than 25 persons. 4. The contractor will be informed in writing of the number of persons to be sent for training, no later than 14 days before the planned date of each training session. 5. The contractor will perform the subject of the contract in the manner described in § 5 of the Draft Contract Terms and Conditions, which is Annex 1 to SWZ. 6. In order for the training and examination centre and the qualification and certification system for non-destructive testing personnel in the ET, PT, MT, UT, RT methods to be recognised by the National Commission for Non-Destructive Testing in Aviation as compliant with the requirements of PN-EN 4179/NAS 410, the contracting authority requires the submission of the relevant evidentiary means specified in Section IV of SWZ with the offer. 7. In accordance with Article 455 of the Pzp Act, the contracting authority allows for the possibility of changing the contract without conducting a new procurement procedure in the cases and on the conditions specified in § 14 of the Draft Contract Terms and Conditions, which is Annex 2 to SWZ. 8. The detailed terms of the contract are specified in the Draft Contract Terms and Conditions, which is Annex 2 to SWZ. 9. Subject of the contract according to the Common Procurement Vocabulary – CPV code: Main subject: 80510000-2 Specialised training services. 10. Pursuant to Article 257 of the Pzp Act, the contracting authority envisages the possibility of invalidating the procurement procedure if the public funds that the contracting authority intends to allocate for the financing of the contract are not granted to it. 11. The award of the contract does not involve the disclosure of non-public information to the contractor, to which access requires compliance with the provisions of the Act of 5 August 2010 on the protection of non-public information (i.e. Journal of Laws of 2024, item 632, as amended). 12. The contracting authority does not allow: • contractors who conduct business activities and have their registered office or place of residence in countries other than the Member States of the European Union and other than the countries that are parties to the Agreement of the World Trade Organization on Government Procurements or parties to other international agreements guaranteeing reciprocal and equal access to the market for public procurement, of which the European Union is a party, to apply for the award of the contract; • contractors to apply for the award of the contract jointly with contractors from third countries that are not parties to international agreements; • contractors to rely on the capabilities or situation of entities providing resources, as referred to in Article 118(1), originating from third countries that are not parties to international agreements; • contractors to entrust the performance of part of the contract to subcontractors from third countries that are not parties to international agreements; • subcontractors to entrust the performance of part of the contract to further subcontractors from third countries that are not parties to international agreements.
