SERVICE TYPE - Execution of basic, extended, and detailed inspections for road engineering structures located in the area managed by the General Directorate for National Roads and Motorways, Wrocław Branch, in accordance with the requirements of the Construction Law.

QUANTITY OF SERVICES – this Public Contract includes the execution of basic inspections of Road Engineering Structures in the amount of 1059 units, the execution of extended inspections of Road Engineering Structures in the amount of 431 units, the execution of basic inspections of Supporting Structures in the amount of 138 units, the execution of detailed inspections of Bridge Structures in the amount of 10 units, and the execution of the Rędziński Bridge inspection in the amount of 2 units.

PURPOSE OF THE PUBLIC CONTRACT - ensuring the implementation of the statutory obligation of periodic checks of the technical condition of building objects remaining under the management of the Contracting Authority, resulting from Article 62 of the Construction Law of 7 July 1994 (Journal of Laws of 2026, item 524, as amended), and Regulation No. 35 of the General Director of National Roads and Motorways of 28 September 2020 on the introduction of instructions for the conduct of inspections of road engineering structures. The controls are to serve the assessment of the technical condition of engineering structures and to confirm that their operation does not pose a threat to the life or health of people, property or the environment. The subject of the planned contract are periodic controls and inspections of building objects remaining under the management of the Contracting Authority, carried out in accordance with Article 62 of the Construction Law of 7 July 1994 (Journal of Laws of 2026, item 524, as amended), and Regulation No. 35 of the General Director of National Roads and Motorways of 28 September 2020 on the introduction of instructions for the conduct of inspections of road engineering structures. These activities are mandatory and serve to ensure the safety of users of the objects, maintain their proper technical condition and limit the risk of failures, property damage and threats to the life and health of people. Failure to carry out the required inspections could result in the liability of the Contracting Authority, including administrative, civil liability and – in extreme cases – criminal liability. Due to the specialist nature of the control activities, the necessity of having the appropriate building permits, as well as the required knowledge and experience, the implementation of the subject of the contract by the Contracting Authority itself is not possible or would be organizationally and cost-inefficient. Awarding the services to an external entity will ensure the proper performance of statutory obligations, while maintaining the required quality standards, and at the same time enable rational and transparent expenditure of public funds. Granting the contract is therefore purposeful and necessary to ensure the continuity and safety of the operation of the objects, to meet the requirements of the law and to protect the public interest, which is the safe use of the infrastructure at the disposal of the Contracting Authority.
