Finland – Construction work – Kuopion keskuskentän stadion

The City of Kuopio invites applications to participate in the Kuopio stadium project. The procurement procedure will be implemented as a competitive negotiated procedure, as the procuring entity wishes to evaluate various implementation options and solutions available on the market before determining the final procurement solution. During the procedure, the procuring entity will negotiate with bidders, refine the procurement content, and may phase out options and participants. The final invitation to tender will be prepared based on the negotiations, based on the selected or refined solution. The planned stadium project includes the implementation of a UEFA 4-criteria compliant stadium (a total of 8,000 covered seats) and commercial premises (approximately 3,600 m2) to be built in connection with the stadium, including parking solutions related to them. The stadium building / seating areas will become the property of the City of Kuopio and their implementation will be carried out with a project contract. The commercial premises will become privately owned and under the implementation responsibility of a private operator. The City of Kuopio will lease sports service facilities (approximately 750 m2) from the private commercial building on a long-term lease. According to the city's preliminary plan, an operator will be selected for the collaborative development phase, during which the feasibility of the stadium project will be ensured. The selected operator is also obligated to implement the commercial premises at least to the extent of the city's leased premises, as well as the premises compliant with UEFA 4 criteria, which may be located in the commercial premises. The contract includes, among other things, the stands, renewal of lighting, and warm indoor facilities serving sports use, to the extent that they are not located in connection with the commercial premises. In addition, the city's goal is that the commercial premises implemented by the selected operator may also be larger than the minimum size described above, but at most approximately 4,000 m2. The parties will conclude contracts related to the project, which include the bidder's obligation to implement the commercial building at least to the minimum extent described above, when the conditions for implementing the stadium project have been met.
