Description

The Tampere University Community is procuring building technical works through joint procurement. The purchasing units are Tampere University Foundation sr (TAU) and Tampere University of Applied Sciences Ltd (TAMK), which will also enter into the procurement contracts. The subject of the procurement are the small-scale building technical repair, maintenance and alteration works to be carried out in the Contracting Entity's properties and other locations indicated by the Contracting Entity, as well as building technical works ordered separately as hourly work. These are, for example, small jobs to be carried out as hourly work (e.g. painting or installation work and small space alterations) or larger, small-scale projects to be tendered separately within the framework agreement. The orders are ordered on a case-by-case basis with a work order. The works can be carried out at a pre-agreed lump sum, unit price or based on the hourly charge rates according to this agreement, as separately specified in connection with the order. The works are carried out at all the Contracting Entity's campuses in various locations, for example: - TAMK main campus, floor area approx. 50 000 m2 - Hervanta campus, floor area approx. 100 000 m2 - Kauppi campus, floor area approx. 30 000 m2 - City Centre campus, floor area approx. 80 000 m2. The above-mentioned locations are examples, and work can also be carried out at other locations. The invitation to tender does not cover alteration and repair work carried out by the property owner in their own properties, with the exception of properties owned by the Tampere University Community itself. Alteration work is primarily targeted at the spaces, systems and operational environments of learning and research environments, based on the needs of their users or the parties responsible for their maintenance. In the alteration work of Tampere University Foundation, the Contracting Entity and the property owners, such as Finnish University Properties Ltd, guidelines on construction are followed and the alteration work is documented in the BEM project bank (the project bank may change during the contract period as a result of the tendering). For TAMK, the corresponding system is currently Haahtela PRIS. The purchasing unit selects five (5) bidders with the best comparative ranking for the framework agreement. If there are fewer than five (5) bidders, all bidders who meet the suitability and minimum requirements for the bidders and who have submitted a bid in accordance with the invitation to tender are selected for the framework agreement. The purchasing unit has a current contract for standby work, which is intended to continue during the framework agreement now being tendered. If the current contract for standby work expires, a new contract can be tendered as part of this framework agreement. The framework agreement may also include urgent, standby-type work. The duration of the framework agreement period is four (4) years. The framework agreement comes into effect only after both parties have signed the framework agreement. Contracts for individual projects may be shorter or longer than the actual framework agreement period. Individual contracts may, if necessary, continue beyond the duration of the framework agreement. The maximum value of procurements made on the basis of the framework agreement is 3,000,000 euros (VAT 0%), of which Tampere University Foundation's share is 2,000,000 euros (VAT 0%) and Tampere University of Applied Sciences' share is 1,000,000 euros (VAT 0%). Tampere University Foundation and Tampere University of Applied Sciences make their own framework agreements. The terms of the agreement and the making of procurements are described in more detail in Annex 1 Framework Agreement Draft of the invitation to tender.
