Description

The Tampere University Community is procuring LVISK works for properties as a joint procurement. The procuring entity and the contracting parties are Tampere University Foundation sr (TAU) and Tampere University of Applied Sciences Ltd (TAMK). The subject of the procurement are the electrical, heating, water, sewerage, ventilation, and refrigeration installation, repair, maintenance, overhaul, and modification works directed at the Contracting Authority's properties, buildings, and technical systems. Work orders are ordered on a case-by-case basis with a job order. The works can be carried out at a pre-agreed total price, unit price, or based on the hourly rates of this agreement, depending on what is separately specified in connection with the work order. Electrical repair and modification works can be small jobs (e.g. installation work and small space modifications) carried out as hourly work or larger, separately procured small contracts within the framework agreement. Especially in the field of electrical works, there are smaller acute jobs. LVISK repair and modification works can also be small jobs (e.g. installation work and small space modifications) carried out as hourly work or larger, separately procured small contracts within the framework agreement. The works are carried out at all the Contracting Authority's campuses in different locations, for example: - TAMK main campus, floor area approx. 50,000 m2 - Hervanta campus, floor area approx. 100,000 m2 - Kauppi campus, floor area approx. 30,000 m2 - City Centre campus, floor area approx. 80,000 m2. The above-mentioned locations are examples, and work can also be carried out in other locations. The invitation to tender does not cover the modification and repair work carried out/ordered by the property owner in their own properties, with the exception of properties owned by the Tampere University Community itself. Modification works are primarily directed at the spaces, systems, and operating environments of learning and research environments, based on the needs of their users or the parties responsible for their maintenance. In the modification works of Tampere University Foundation, the guidelines of the Contracting Authority and the property owners, such as Suomen Yliopistokiinteistöt Oy, regarding construction are followed and the modification works are documented in the BEM project bank (the project bank may change during the contract period as a result of the tendering). For TAMK, the corresponding system is currently Haahtela PRIS. Services are procured as a framework agreement based on the following areas: 1. Electrical repair, modification and design work; 2. LVISK repair and modification work. For each area, a framework agreement is formed with five (5) suppliers. The procuring entity selects the five (5) best-placed bidders in the comparison for the framework agreement. If there are fewer than five (5) bidders, all bidders who meet the suitability and minimum requirements for bidders and who have submitted a bid in accordance with the invitation to tender are selected for the framework agreement. The procuring entity has a current agreement for standby work, which is intended to continue during the framework agreement now being tendered. If the current agreement for standby work ends, a new agreement can be tendered as part of this framework agreement. The framework agreement may also include urgent standby work. The framework agreement period is four (4) years. The framework agreement comes into force only after both parties have signed the framework agreement. Individual project procurement agreements may be shorter or longer than the actual framework agreement period. Individual procurement agreements may, if necessary, continue beyond the framework agreement period. The maximum value of procurements made on the basis of the framework agreement is 3,000,000 euros (VAT 0%), of which Tampere University Foundation's share is 2,000,000 euros (VAT 0%) and Tampere University of Applied Sciences' share is 1,000,000 euros (VAT 0%). Tampere University Foundation and Tampere University of Applied Sciences make their own framework agreements. The terms of the agreement and the making of procurements are described in more detail in Annex 1 Framework Agreement Draft of the invitation to tender.
