Poland – Event services – Kompleksowa usługa organizacyjno-noclegowo-gastronomiczna podczas wydarzeń podsumowujących wdrażanie Instrumentu Zielonej Transformacji Miast (IZTM)

1. The subject of the contract is the comprehensive organisational, accommodation and catering service during the events summarising the implementation of the Green Cities Transformation Instrument. 2. List of contract items: 2.1 Item No. 1 - Comprehensive organisational, accommodation and catering service for the 2-day conference “Green Cities Transformation”, 2.2 Item No. 2 - Comprehensive organisational, accommodation and catering service for one study visit. 3. The Description of the Contract Subject (DCS) is contained in Annex No. 1 to the SWZ. After the contract is concluded (the draft provisions of the contract regarding the public contract (PPU) constitute Annex No. 2 to the SWZ) it will be an annex to the contract. With the Contractor whose offer is deemed to be the most advantageous, a contract will be concluded on the terms specified in the PPU. The Purchaser envisages the possibility of making changes to the concluded contract, on the basis of Article 455 of the Act, in the manner and on the conditions described in detail in the PPU. 4. The procedure for awarding a public contract for social services and other special services in connection with Article 359(1) of the Act of 11 September 2019 – Public Procurement Law (i.e. Journal of Laws of 2026, item 793), hereinafter referred to as the “Act”, is conducted in the form of an unrestricted tender pursuant to Article 132 of the Act and implementing acts issued on the basis thereof. The procedure is part of a larger contract being awarded in parts. 5. The value of the contract is above the EU thresholds referred to in Article 3(1)(1) of the Act with regard to services. 6. The Purchaser does not envisage the possibility of awarding the contract referred to in Article 214(1)(7) and (8) of the Act. 7. The Purchaser does not envisage the Contractor carrying out a local inspection and checking the documents necessary for the implementation of the contract, as referred to in Article 131(2) of the Act. 8. The Purchaser declares that the remuneration is financed from the funds of the European Union within the framework of the National Recovery and Resilience Plan. All documents produced during the implementation of the Contract by the Contractor must be marked with the logos of the National Recovery and Resilience Plan in force on the date of submission of the documents to the Purchaser. 9. The task will be carried out by 31 October 2026 or until the amount allocated for the implementation of the contract, mentioned in § 4(1) of the PPU, is exhausted, whichever of these events occurs first. The deadline for the implementation of the contract may be changed in accordance with the rules specified in the contract. 10. The Purchaser reserves the right, in accordance with Article 257 of the Act of 11 September 2019, Public Procurement Law (Journal of Laws of 2024, item 1320, as amended), to invalidate the procedure for awarding the contract if the public funds which the Purchaser intended to allocate for the financing of the whole or part of the contract have not been granted to it. 11. The Purchaser reserves the right to first carry out an examination and evaluation of the offers, and then to qualify the Contractor. 12. The Purchaser does not require the provision of security for the proper performance of the contract. 13. The Purchaser does not require the provision of guarantees. 14.
