The Service involves the provision of the company canteen service, carried out through the procurement and storage of foodstuffs, the preparation, cooking and daily distribution of meals, as well as the provision of ancillary services, which include: the management of internal bars and vending machines and related activities: the maintenance of premises, machinery and equipment, furnishings and systems (including any replacements and/or additions necessary during the contract); cleaning and sanitisation services; waste disposal (for which the contractor is the producer and holder by law), all as better detailed in the Technical Specifications and related attachments. For the provision of the requested Service, the contracting authority: − makes available to the Awarded Contractor, on a free loan, the premises indicated in the Annex “CT1 - Floor Plans” of the Technical Specifications, equipped with independent systems for the kitchen, preparation and distribution of dishes, as well as for the management of the bars; − grants the use to the Awarded Contractor of the systems, as well as all the equipment and fixed and mobile machinery, assigned to the areas granted on loan and necessary and functional to the service, as reported in the Annexes: “CT2 - List of Equipment” and “CT3 - List of Systems managed by the Supplier” of the Technical Specifications. For the detailed description of the technical and functional characteristics of the Service as well as the methods of execution of the same, reference is made to the Technical Specifications. The services and interventions which are the subject of the contract must be carried out under all the conditions established or referred to in the tender documentation and related attachments, as well as according to the improved/additional methods resulting from the technical offer of the bidder within the limits of compatibility of said offer with the provisions of the Technical Specifications. Taking into account the principles in the matter, the contract is divided into a single lot since the services subject to the award constitute a unitary and functionally integrated service, to be carried out at a single company site. In particular, the subject of the award includes services falling within the broader and unitary notion of catering in a company context, such as the management of the company canteen, the internal bar and vending machines, as well as a series of activities closely related and instrumental to the provision of the service, including the maintenance of premises, systems, equipment and furnishings, cleaning and sanitisation activities and the management of related waste. The aforementioned services present a high degree of interdependence from an organisational, operational and management point of view and require unitary coordination in order to guarantee the continuity of the service, the homogeneity of the quality levels and the correct management of the interferences. The availability of a single economic operator also makes it possible to achieve higher levels of technical and economic efficiency, both in the provision of the services and in the management of the contract, through the centralisation of the activities of coordination, control and monitoring, as well as a clearer attribution of the responsibilities connected to the execution of the Service. The possible division into lots would, on the other hand, result in the involvement of a plurality of economic operators called to operate in the same spaces and on the same structures, with consequent increase in operational interferences, additional activities of coordination and control on the part of the Contracting Authority, possible criticalities in the identification of responsibilities and potential prejudice to the efficiency, continuity and overall quality of the Service.
