Description

The Danish Defence has several activities in the Arctic, including in Greenland and the Faroe Islands, which continuously result in a need to procure advice, particularly in the environmental field. Previous and current activities may have resulted in pollution for which the Danish Defence is responsible for investigating and assessing the risk of. The Danish Defence is also responsible for ensuring that both future and current activities do not pose a risk to the environment, nature, and people living in the areas. There may also be a need for cleanup or prevention of pollution. In connection with the activities in the Arctic, the Danish Defence therefore has a need for external advice in, among other things, environmental and nature issues, particularly in relation to the handling of soil and groundwater contamination and industrial environment, and to a lesser extent in the construction and installation technical field, to the extent that it concerns environmental conditions. The framework agreement is awarded to three tenderers. All advisory tasks under the Framework Agreement are awarded through renewed competitive tendering (mini-tender) among the three tenderers who are awarded a place on the Framework Agreement. The overall contractual terms and conditions as well as the requirements for the advisors and the services appear from the Framework Agreement with the accompanying appendices, while a more specific concretisation of the services related to the individual advisory task will appear from the fee agreements incl. appendices, which are awarded through mini-tender under the Framework Agreement. The content of the individual fee agreements can vary in type and scope, and the Establishment and Terrain Command (hereafter "ETK") therefore does not have an obligation to include all services in the service description in each individual fee agreement. ETK is a subordinate authority to the Danish Defence Command. Therefore, it may happen that other authorities under the Danish Defence Command can draw on the agreement, including in particular the Arctic Command.
