Implementation of 2x5000 m3 Drinking Water Storage Complex

Task based on the Government Decree No. 1177/2023. (IV.28) on the preparation and implementation of Debrecen's water supply infrastructure development and the VTF/142/2025-EM_SZERZ, the aim is to enhance the drinking water supply safety of Debrecen and the smaller settlements connected to its water supply system. This involves the construction of a 2x5000 m3 surface drinking water storage pond complex along the high point of the DN600 GÖV pipeline pair between the KFCS waterworks and Debrecen I. reservoir. The investment has a water law establishment permit issued by the Hajdú-Bihar County Government Office to Tiszamenti Regionális Vízművek Zrt. on 20.11.2025. The pond will be filled with the existing network pumps of the KFCS waterworks, while the drinking water will gravitate from there to Debrecen I. waterworks. The implementation of the investment must be carried out while ensuring the continuous water supply of Debrecen and the connected supply region. Within the framework of this complex investment, the winning Contractor's task is to implement the facility according to the tender design documentation and the water law permit, as well as to prepare the implementation designs while fully maintaining the technical content of the above-mentioned designs. The contractor will present a design proposal according to their own construction technology during the negotiation procedure, and if accepted, they will ensure continuous design according to the implementation schedule. The contractor's task is to integrate the implemented facility and the operating remote control, and to successfully complete the trial operation. As part of the investment, the following will be established according to the specifications in the issued Client's Technical Requirements documentation: 2 units of useful 5000 m3 drinking water storage, circular geometry, watertight reinforced concrete structure, surface, twin water storage pond complex designed according to the tender design; 1 control building establishment connected to the water storage ponds for their operation; 1 establishment of a 250 m3 volume settling tank; 1 establishment of a sectioning shaft; 1 establishment of a chlorine gas dosing system; 1 new waterworks establishment – courtyard tasks (external and internal road, courtyard pipelines, landscaping, maintenance-free gravel, connected facilities, fence, gate); • the electrical energy supply of the waterworks to the power supply network outside the property will be carried out and ensured by the Client TRV Zrt. together with OPUS TITÁSZ Zrt.; • design and implementation of the building electrical, building mechanical, technological electrical, technological mechanical, and courtyard tasks of the waterworks; • design and implementation of the internal energy supply of the waterworks, strong current, weak current, safety technology and control technology tasks; • design and implementation of the communication with the KFCS waterworks dispatch center; • integration of the control technology system of the waterworks, KFCS waterworks and the process control system operating in the Szolnok center; • preparation of the missing electrical measurement design, establishment of the receiving and measuring cabinet on the property's southeast boundary, construction of the main cable section connecting the measuring cabinet and the main distributor; • energization of the installed equipment, instruments, tools, and carrying out manual and automatic trial operation; • carrying out integrated trial operation with the operator in cooperation with the KFCS waterworks; • ensuring and establishing temporary electrical energy supply for the construction period; • design task: the complete implementation design documentation must be prepared in a timely manner according to the water law establishment permit design documentation and the tender design documentation, maintaining and checking all the technical parameters and requirements defined in each part, in accordance with the technical standardization guidelines of Nemzeti Vízművek Zrt. and the requirements of the valid standards and legal regulations. Deviations from the tender design are not possible, but the contractor must indicate in writing during the negotiation procedure if they intend to propose a technical modification. Modifications are only possible with the written permission of the client. After the timely preparation of the implementation designs and the approval of the client and technical control, the contractor may start the scheduled implementation work. The contractor's task is to prepare the technological instructions for the individual implementation branches, sampling and testing plans, and obtain technical control approval. The measurements, tests, accredited laboratory measurements, as well as any necessary materials, water, and electrical current required for watertight testing must be ensured and the full cost borne by the contractor. – hereinafter jointly referred to as the implementation of the 2x5000 m3 drinking water storage complex. The tenderer draws attention to the fact that within the framework of the 2x5000 m3 drinking water storage complex investment, the construction of the drinking water storage pond must be equipped with a drinking water application permit for all mechanical assemblies to be integrated, and during the implementation, special attention must be paid to hygiene. All tools, auxiliary materials, and assembly aids used for the implementation must be suitable for use in a drinking water environment. During the implementation, all materials to be integrated into the drinking water network and directly in contact with drinking water (pipe material, assembly, coating, mechanical equipment, assembly material – e.g.: hemp, adhesive, seal) must comply with the requirements of the Government Decree No. 5/2023. (I.12.) on the quality requirements of drinking water and the inspection procedure, Sections 10-13, for the entire duration of the contract. All materials used during the implementation must have a valid public health authority registration permit.
